8 Option appraisal We achieved 336 views on our questions
Respondents aged between 100% of respondents agreed the Hall was value for money and a great place to meet 96% agreed that the Hall needs renovating 85% agreed that the Hall is outdated and needs replacing 97% believe that the Hall contributes to bringing the Village together Scoring of the Hall and its facilities provided a conclusive picture Option appraisal

9 Constraints for the project are the limited timescale for undertaking the demolition and replacement of the Hall What do we really need? A modern, spacious, light and airy, energy efficient building on or about the same footprint. What type of building? Modular build utilising quick and efficient offsite manufacturing techniques. What materials would we use? Timber system build components. What would indicative costs be? £1750 pm2 to £2750 pm2 plus vat CONTRACTORS

10 Since the approval to replace the Laurence Hall the committee has achieved the following:-
Designed and delivered an Option Appraisal Identified 10 specialist contractors and whittled that down to 5 Met on site 4 of the 5 contractors, as 1 dropped out Created an “indicative floor plan” Prepared a detail set of tender documents Had our actions and findings fully scrutinised. Reviewed our timescales deciding to defer build activities until Summer 2020 THE LAURENCE HALL

11 The indicative floor plan was produced at an early stage to assist prospective contractors prior to their visit to site It took on board all of the requirements requested and sought to achieve this within a slightly larger footprint Better access is allowed for at both the front and rear of the building. The Garden space is maintained. Storage sheds will not be required Suggestions made to improve the front of the hall parking / access space will be passed on as part of the project. Floorplan

12 Throughout the process we have deferred to an independent group of individuals to act as a challenge to us on decisions taken. Their role is to ensure that we have understood the needs of the community in its widest sense and reflected that in our actions and instructions. The official processes are designed to be transparent and these individuals ensure probity and add significant value to the entire process. SCRUTINY

15 If it was just based on cost the answer would be simple
However as with all build activities there are a number of factors to take into consideration. Quality, Price, Addons, Exclusions, Timescales, Abilities, Technical Variances, Methods of Work, Strategic Fit. Presentation & Interviews clarified our thinking Site visits, very helpful.
