2. Unit 4: Three Branches of Government  
State of the Union and the Federal Bureaucracy

3. Chief of State
This role requires a president to be an inspiring example for the American people, as the American Chief of State, the president is a living symbol of the nation. It is considered a great honor for any citizen to shake the president's hand.

4. Chief Executive
As Chief Executive the president can: implement policy, supervise the executive branch of government, prepare executive budget for submission to congress, and appoint and remove executive officials.

5. Chief Administrator
As chief administrator, the President is in charge of the executive branch of the federal government.

6. Chief Diplomat
The president decides what American diplomats and ambassadors shall say to foreign governments. With the help of advisors, the president makes the foreign policy of the United States.

7. Commander in Chief
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States.

8. Chief Legislator
When Congress does pass bills, the president reviews each bill and decides whether to sign it into law or veto it. A veto is the president's constitutional power to reject a bill passed by Congress that he does not agree with

9. Party Chief
The Oval Office influences other offices to bring in same party candidates. The President does this by campaigning on behalf of like-minded, same party members. The more allies he has in government roles, the easier the President can shape policy.

10. Chief Citizen
The president as chief citizen is supposed to be the face of the people, and represent his people as the popular leader. The president must be trustworthy and work for the public interest. The president must put the nations best interests above himself and one person or one group of people.

11. What is the President’s Cabinet?
Definition: a group of presidential advisors that include the head of the 15 top-level executive departments.

12. Who is on the cabinet?
Heads of depts are called secretaries
The Vice President, chief of staff, press secretary, and other officials often join

13. What are the Duties and when do they meet?
Advise the president about problems surrounding their department

Meet whenever the president wants
PRESIDENT DOESN’T HAVE TO LISTEN TO THE CABINET!!!

14. Independent Agencies
Not part of the cabinet, President gets to appoint directors, with Senate approval.
The executive branch has hundreds of independent agencies
Three kinds:
Regulatory agencies
Government Corporations
Executive Agencies

15. What is the Federal Bureaucracy?
A Complex system of government with many departments, rules and people in a chain of command.
This includes the President’s cabinet, regulatory agencies, and other independent agencies.

16. The Federal Bureaucracy carries out programs of Congress in 3 ways:
1. They put new laws into effect
Ex: Law is passed to create a new national park. It would be implemented by the Dept. of Interior.

20. What is the State of the Union Address?
A yearly address delivered each January by the president of the US to Congress
Purpose: Opportunity for the President to highlight accomplishments in the past year while outlining what the administration hopes to accomplish in the year to come.

Pick one of the transcripts – Read thru the speech- on your post it list the following: At least Five Roles of the President that are illustrated in the speech For each role: Give textual evidence from the transcript Explain how it applies to that particular role

You feel you need to spend some time examining and reevaluating the finances of the federal government. After you have a sense of the current financial state of America, what do you need to do to ensure there is a financial guideline to follow for next year? What role does this type of responsibility fall under?
