Streamlines the application process Shortens the process time Immediate confirmation application has been received Required in many cases The use of STEERS for notification, registration, and certification is strongly encouraged, as it streamlines the permitting process for both the customer and the Texas Commission on Environmental Quality (TCEQ). Utilizing STEERS shortens the permitting process and provides the customer immediate confirmation that their application has been received.

Step 1. Go to the STEERS Login screen.
Go to the STEERS Welcome Page: Step 2. Click the link “to create a new account” under the “I need” heading Under the boxes “ER Account Number:” and “Password”, you will find the list of access options, including links to obtain a user’s password, an option to create a new account and an option to authorize another user’s account. Click “to create a new account”. Note on the Images: *The documents include screenshots of the STEERS system. The images that are in the document are included in this presentation as well. The images are as they appear in the document. *Accessible. Images needed to be accessible to both sighted and non-sighted users. *Each image has a heading that starts with the “Figure #.” Each figure is followed by a description of the image. *Highlighted important parts of the screen. *Number icons typically highlight different portions of the screen. Accounts are created for the individual user, and not for a facility or entity. Each STEERS account must have a unique address. New accounts are probationary and have limited access until STEERS receives a signed hard-copy SPA or the SPA is signed electronically using the account holder's valid Texas Driver’s License. If a signed SPA is not received by the STEERS team within: 15 days of the creation date, the account will be locked. 30 days of the creation date, the account will be archived. Click the “Create New Account” button at the bottom of the SPA screen.

Enter your applicant information and click the “Next” button to proceed
The applicant is the account holder. Accounts are created for an individual not a company. Each individual who needs access to a report for a company must create a STEERS account. **Correct Address** Possible Duplicate STEERS Account Notification. If you have previously created a STEERS account or your name is similar to an existing account, you will be notified that a possible duplicate account exists. Remember that the account belongs to the individual and not to the entity. Your account remains yours, even if you change jobs or leave a company. If your account is listed, exit the application and sign in using your existing STEERS account information. If you do not remember your log-in information, contact the STEERS Help Line for assistance. If none of the accounts listed belong to you, select “Next” to proceed.

Review your applicant information and click the “Next” button to proceed.
To make corrections, click “Previous”.

Select five different security questions from the drop down menus and enter an answer for each security question. Select “Save” at the bottom of the page when you have finished. You will be asked one of these questions every time you log in so it is important that you remember your answers.

Add a Program

You can only add one program at a time.
Click on the drop down box to see a list of programs to add to your account or to modify. In this case we are selecting “Air New Source Review (EPR_NSR).” Then, click the “Go” button.

1. Next, you will select your role and define the type of access you will have to prepare this authorization. These roles will vary depending on the program you have added. In general your access options are: Read Only - view only. You will only be able to view submitted applications. You will not be able to see applications in progress. Edit – view, create, delete, modify and pay. You will be able to begin and complete an application. You can choose later to modify or delete the application, and you can pay for the application only after it has been signed by a person authorized to enter into this agreement for the company under the applicable standards. You cannot sign for or submit this application. Preparer – view, create, delete, modify, pay and submit. You will be able to begin and complete an application. You can choose later to modify or delete the application, and you can pay for the application. You cannot sign for this application. Click “Add Access.” You will receive the message: “Your EPR_NSR access has been updated. You can make additional changes or press Cancel to return to Account Information.” Click “Cancel” to begin the STEERS Participation Agreement.

STEERS Participatory Agreement (SPA)
Modification to your account including adding future programs will require to sign a new SPA.

The system will take you to the Account Summary page
The system will take you to the Account Summary page. The bottom of the pages shows that this account is probationary and has limited access (is not yet authorized to submit a permit application) until a signed copy of the STEERS Participation Agreement has been received by the TCEQ. Select the type of SPA to submit by selecting from the two options in the top right corner. Select Paper SPA to submit a paper copy of the agreement. Select E-Sign SPA to electronically submit the agreement using your valid Class C Texas Drivers License. We will show the steps for E-Signing the SPA. Steps to obtain a paper copy can be found in the guidance document. Signing electronically will activate your account and all program area and/or IDs for which you have direct authority to enter into the agreement. An electronic signature or hard-copy signature must still be provided for all program areas and/or IDs for which you have been delegated authority to enter into the agreement.

To e-sign the SPA, you must have a valid Class C Texas Drivers License (TDL). Please ensure that you are using your most current driver’s license. This is important because your TDL audit number is an 11-, 16-, or 20-digit number that changes each time you renew or make changes to your TDL. Complete Information fields. Set Account Password Check the account that you listed in your account summary for an from STEERS. This contains your ER account number (ER + 6 digits) and a verification key URL. Click on the hyperlink in the or copy and paste the URL into your browser. The verification key URL will take you to the page to set your account password. If you did not receive an , you may have entered your address incorrectly. In this case, you will need to contact the STEERS help desk at (512) to have the address associated with your account corrected.

Once you click on the hyperlink or enter the URL, you will be directed to a webpage to create your password. Enter and confirm your new password, answer the security questions and click “Set Password”.

Each time you login to your account, STEERS displays previous logins to the account. This is a security measure, so you can verify that no one else has accessed your account. If the logins were made by you, click the “Yes” button. Clicking the “No” button will give you the option to lock your account. Once your account has been locked, you will not be able to access STEERS until you contact the STEERS Help Line for assistance. If you identify a login that you did not make, contact the STEERS Help Line immediately at for assistance.

Most are industry or activity specific Can use STEERS to submit almost every PBR except air curtain incinerator (ACI) applications.

Registering vs. Claiming a PBR
Register PBRs that require registration. “the facility shall be registered with the commission using Form PI-7.” Claim PBRs that do not require registration but must follow the requirements of the PBR rule Some PBRs may be claimed without registration. However, many PBRs require registration in order to authorize your emissions. If a PBR requires registration, this requirement will be listed as a condition of the rule and will state that “the facility shall be registered with the commission using Form PI-7.”

Voluntary Registrations
If PBR does not require registration, you may still voluntarily register the PBR Fee still required Some PBRs do not require registration. If the PBR the facility is claiming does not require registration, but the owner/operator wishes to have the TCEQ review and confirm that the facility meets the conditions of the PBR, a facility may voluntarily register the facility. A fee is still required for voluntary registrations, and the owners and operators must keep records according to 30 TAC §106.8 to demonstrate compliance with the PBR and the general requirements in 30 TAC §106.4.

Expediting an Application
30 TAC Chapter 101 Must use ePermits to request Surcharge of $500 30 TAC Chapter 101 Subchapter J allows applicants to request the expedited processing of an application filed under 30 TAC Chapters 106, subject to the availability of commission resources for expediting permit applications. To process a permit application as part of the expedited permitting program, the Air Permits Division (APD) requires a surcharge. The purpose of the surcharge is to fund additional resources to expedite the application. Projects submitted through STEERS will be paid at the time of submittal. The surcharge amount for PBRs is a $500 non-refundable, flat surcharge, to be paid at the time the application is submitted in STEERS through the ePay system.

Across the top of the screen, the application status bar will guide you through completion of the application from creation, filling the application out, signing the application, paying and finally, submitting. Note that until you submit the application, the agency will not receive or process it. You must pay and then return to the application to submit it before you will receive the confirmation of submission .

To begin an application, select the program “Air New Source Review (EPR_NSR)”.

Select “Fill Out” to start a new application, renewal, revision or permit termination application
Select “Access” to gain access to an application that has already been started and has been issued a password. In this presentation, we will be selected “Fill Out” because we will be starting a new registration.

Follow these steps for the Figure:
Select the radio button next to the “Registrations for Permits By Rule” option. Selecting this option reveals two second-level options under your “Registrations for Permits By Rule” selection: “PBR New Registration” and “PBR Existing Registration.” Select the “PBR New Registration” option. Click the “Next” button and continue.

You will receive an application reference number and application password on this screen. Keep this information for your records. You will be able to set access rights to this application by allowing a person access to the application number and password or by adding another user’s STEERS ER Number to the permit application. For example you may only have the authority to create the account but not to sign it. In this case you can give the signature authority such as the owner the access code to sign the application. Select “Next.”

Site Information Site information is information that identifies the regulated entity, or site, to be authorized. This section will ask you specific questions about the location of and activities at the site to be authorized.

The Fill Out Application section is guided by an application Task List, which you will find at the top left of your screen. Once each of the required sections has been completed, the status will be updated to “Done”. If the section is not complete, the status will be shown as “To Do”. You may not skip ahead to a new section if the current section is not complete. There are three options you may select from to provide the site information, each option includes data entry fields: Option 1: If you are applying for a permit under an existing Regulated Entity Number (RN), enter it here. An RN is a unique 11-digit number assigned to a regulated entity (site, project or facility) when they apply for an authorization with the TCEQ. This number starts with RN and is followed by nine numbers (RN#########). To find an existing RN, search the TCEQ’s Central Registry Query: or call If you do not have an RN for the facility you are authorizing today, one will be assigned upon completion of this application. Option 2: If you have an existing authorization number for another type of permit, enter it here to find your RN. Select your RN or, if you do not find it, click “Activities” to return and enter your information in Option 3. Option 3: If you do not have any previous registrations with the TCEQ, or if you are unsure of whether the site is already registered, enter the site name, physical address and county. You will be directed to select an existing site or to enter the site’s information on the following page. Enter information into one of the three options above to identify your site for this PBR. Then click “Next”.

Customer or applicant information is information that identifies the customer or company seeking authorization.

Enter information into one of the three options described in the figure to identify your customer information. Once you have identified your customer information, click the “Next” button. Option 1: If you are applying for a permit under an existing Customer Number (CN), enter it here. A CN is the unique 11-digit number assigned by the TCEQ to a person, sole proprietor, company, organization, partnership or governmental entity doing business with the agency. This unique number starts with CN and is followed by 9 numbers (CN#########). If you have ever applied for a license or authorization with TCEQ, a number should already be assigned. To find an existing CN, search the TCEQ’s Central Registry Query: or call If you do not have a CN for the facility you are authorizing today, one will be assigned upon completion of this application. Option 2: If you have an existing authorization number for another type of permit, enter it here to find your Customer Number. Select your CN or, if you do not find it, click “Activities” to return and enter your information in Option 3. Option 3: Search the Central Registry database to see if you are already a TCEQ customer. Select the customer/ownership type from the options.

PBR General Information

Select “Yes” if: you had less than 6 million dollars in annual gross receipts or if you have less than 100 employees; or are a small government entity. A small government is defined as a county with a population of 100,000 or fewer people or a city with a population of 50,000 or fewer people. The fee for a small business or small local government is $100. Select “No” if you do not meet any of these criteria. The fee is $450. Answering “Yes” means that there are other facilities at the site that have claimed or registered using a PBR. Answering “No” means that no other facilities at the site are claiming or registered using a PBR. A major source is defined in 30 TAC Chapter (13). Certified registrations are required in the following circumstances: For projects at existing major sites, to establish emission increases less than any applicable threshold or contemporaneous emission increases for major sources or major modifications under prevention of significant deterioration, nonattainment new source review as specified in § of this title and in Federal Clean Air Act §112(g), §112(j), or the definition of major source in § of this title (relating to General Definitions). If a project or registration includes control or reductions, limited hours, throughput, and materials or other operational limitations which are less than the potential to emit. If a project is located at a site subject to NOx cap and trade requirements in Chapter 101, Subchapter H of this title (relating to Emissions Banking and Trading) or relies on controls to comply with any state or federal regulation. For projects which resolve compliance issues and are the result of a commission or EPA order. The facility must meet all applicable eligibility requirements of 30 TAC These requirements may specify design requirements for certain facilities, production or material use limits, and operational restrictions. These requirements include: a limit on the amount of annual emissions to less than federal permit major source levels continuing compliance with all state and federal regulations the facility must meet all applicable conditions of one or more individual PBRs contained in 30 TAC Chapter 106 Registrants are encouraged to use the checklists to show compliance with the conditions of 30 TAC § 106.4, general requirements, and of the individual PBR being claimed. The activities at your site may be further regulated by state and federal regulations, including but not limited to: National Emissions Standards for Hazardous Air Pollutants (NESHAP), New Source Performance Standards (NSPS), non-attainment standards and others. See specific PBR assistance page for any applicable state/federal rules: You must verify that the distance requirements in the specific PBR being claimed are met. Remember that in order to claim a PBR, you must meet all of the conditions exactly as they are written in the rule. Answering “No” prohibits you from claiming this permit. In the PBR Attachments section, you will be asked to upload a map that demonstrates the distance from the facility’s emission release points to the nearest property line and distance from the facility’s emission release point to the nearest off-property structure. This information is required because most PBRs have specific distance limitations. **This has changed. You can now upload and mark information as confidential in STEERS.** Confidential Information: Texas Health and Safety Code (THSC) requires us not to disclose any information related to manufacturing processes that is marked Confidential. All confidential information should be separated from the PBR attachments and submitted separately via regular mail to: TCEQ STEERS MC226 PO BOX 13087 Austin, TX Information which a company desires the agency to treat as confidential must be clearly labeled "CONFIDENTIAL" on EACH PAGE. The information must be marked at the time of submittal. Additional information regarding confidential information can be found at

Rule Selection You can claim up to six PBRs on one application. Enter the total number of permits you wish to claim on this application. This number will indicate the number of rules that have been saved to the application. Select the type of unit or activity to be authorized. To remove a rule and start again, select “Delete this Rule”. Once the type of unit to be registered has been selected, the corresponding rule in 30 TAC 106 will populate under the field. For example, the rule that authorizes surface coating activities is 30 TAC

The “Rule Selection” screen refreshes and redisplays the “Rule #1” section. In this example “SURFACE COAT FACILITY” has been selected and displays in the dropdown field. The section also shows a new field labeled “*1.1 Select the rule(s) associated to the unit specified.” Below this field, two windows are displayed with the headings “Available” (on the left) and “Selected” (on the right). Once the type of unit to be registered has been selected, the corresponding rule in 30 TAC 106 will populate under the box. For example, the rule that authorizes surface coating activities is 30 TAC Select the rule(s) you wish to claim from the Answer Options Box by clicking to highlight it. Use the (>) button to move that rule to the “Selected” window. Once the rule has been moved to the Selected Answers box, click “Next/Save” to submit or repeat the unit and rule selections for each of the rules you’ve entered. Then click “Next/Save” when you are finished.

PBR Attachments Select “+ Choose” to find and select the file you want to upload from your computer. The document should display in the box. If you need to delete the document, select the box next to the document, and select “Delete.” Use the “Choose” button under Questions 2 and 3 to add additional information. Select the file you want to upload from your computer. When you have finished, select “Next/Save”. *Figure has changed. See next slide.

**Update Update to the “PBR Attachments” screen. This screenshot is not yet available in the RG-531b document. You can now mark documents has confidential. Once it is uploaded you can toggle between “Yes” and “No” to mark the document as confidential as appropriate.

Expediting an Application
Select whether you’d like the TCEQ to expedite the processing of your air permit application. Selecting “Yes” will add a surcharge fee to the application.

Sign the Application

Select the application you want to sign by checking the box to the left of the Reference Number under the “Select” column. Once the application is highlighted, click “Sign”.

Signature Page. Table. The screen displays a table listing applications that you have created. Checkbox. A checkbox and certification statement is displayed under the table. “By entering my password and pressing ‘Apply Electronic Signature’ button, I agree that:” The signature agreement is listed below the checkbox statement and lists multiple statements which have been grayed-out in Figure 21. a) Please read these statements carefully in the STEERS system. Enter your STEERS ER Account Password in this field. (You will enter the password for your account that you also use to log in to STEERS. Do not enter the application password or your ER account number). Click the “Apply Electronic Signature” button to apply your signature. We will send you a confirmation notice that the application was signed. The notice will be sent to the address you provided.

Select the application you want to pay for by selecting the box to the left of “Pay reference number #####”. Click “Next.”

Verify that the fee amount is correct and select the application by checking the box by the Reference Number and click “Next”.

You will be asked to confirm that you would like to leave STEERS and go to the ePay system to complete your payment. You will return to STEERS to submit your application once you have paid. Click “Go to ePay”.

The screen will refresh again to display a summary of your entered payment information. A new “Verification” section is displayed and requests that you enter information to verify the security of the transaction. Enter the text from the security image. Then click “Submit Payment.”

A Please Wait message may display while your payment is being processed. The message includes a large exclamation mark image and states, “Please Wait. Your payment is being processed. Please do not close your tab or window, and please do not use your browser’s Back button.” Once your payment has been processed, ePay will navigate to a confirmation screen that summarizes your transaction (next slide).

Your transaction is now complete. Save this information for your records and select “Return to STEERS”. Print the voucher by clicking on the voucher number under Cart Items. You will receive an to the address provided with confirmation of your payment and a receipt.
