Systemic Goals, Outcomes & Implementation Focus Dean of Education Dr. Wanda Billingsly This powerpoint will outline systemic goals and implementation plans for the academic year (Starting this fall quarter) Part I focused on: systemic goals Methodology used to facilitate the “environment scan” Timeline Next Steps Today, I will review part I and share part II. In Part II, given that this is the final quarter of the year, provide you with anticipated systems level changes that will begin this spring (many of which you are aware) and will shape new work for fall quarter.

Edmonds Community College at Monroe Correctional Complex Prison Education Program Facts
Annual Budget : $2.0 million (SBCTC Grant) $1.9 million (SBCTC Grant) Other Grants/Funding Sources: $25, (Perkins Grant) -CTAP $21, (EdCC Foundation Grant) -HS 21+ $ (EdCC Foundation Grant) -Trauma Training $ (EdCC Foundation Grant)-Grad & Other Staffing Model: 5 classified staff 15 faculty ( Associate & full time/part-time) Program Offerings (Degree & Certificates): Business Management Small Business Adult Basic Education/General Education Diploma (GED) High School Diploma Pilot Construction Trades Apprenticeship (CTAP) Computer Programming/Coding Pre-College Math & English The annual budget for EdCC/MCC is 2.0 million for the academic year (a slight increase from last year’s budget of 1.9 million). Supplemental funds include this year a Perkins (CTE) grant for $24, to support the CTAP Program. I’ve submitted an application request for $ from the EdCC foundation to support Trauma Informed Practice Teaching Training to support staff. Our staffing budget is 1.7 million. Staffing includes: 5 classified staff and about 15 faculty (permanent and associate faculty).

Program Goals & Anticipated Outcomes 2018-19
To define roles and expectations To build an atmosphere of collaboration and trust (culture building) To establish systems of accountability To create new opportunities to build on our success To re-envision and re-imagine Correctional Education at Monroe To build necessary infrastructure (systems, protocols & procedures) aligned with EdCC campus (community college policies) The environmental scan and data collected via DACUM, SWOTs, and Survey data collected from students determined these (6) goals with anticipated outcomes the were identified last year and are continuation from last year and include the following: Define roles and expectations Build an atmosphere of collaboration and trust (culture building) Establish systems of accountability Create opportunities and build on our success Re-envision and re-imagine Correctional Education at Monroe Build necessary infrastructure (systems, protocols & procedures) aligned with EdCC campus (community college policies) These goals are measureable and I’d argue are critical to the survival and sustainability of our educational programs here at MCC.

Incarcerated Veterans
Veterans can sometimes run into issues with law enforcement and the criminal justice system resulting in incarceration. It is important justice-involved Veterans are familiar with VA benefits. Applying for Benefits and Your Character of Discharge Generally, in order to receive VA benefits and services, the Veteran’s character of discharge or service must be under other than dishonorable conditions (e.g., honorable, under honorable conditions, general). However, individuals receiving undesirable, bad conduct, and other types of dishonorable discharges may qualify for VA benefits depending on a determination made by VA. Data Enrollment Trends allows us to plan and adjust class enrollment success. The data can be used to support SBTC and Edmonds CC future planning. Organizational Structures & Staffing (Dean & Program Manager: Implement new Organizational Chart (focus on key roles and functions to address program needs) Complete hiring & onboarding supports for new staff Fall Goal setting (classified staff) Hire new CTAP Instructor (Fulltime Permanent) Replace Program Coordinator Position & Early Hire Retiring Program Coordinator (Spring 2019) Educational Programming (Faculty, Program Support Staff, Dean): Implement High School 21+ as an alternative for students seeking high school diplomas Spring Implementation for CTAP Program (WSR & MSU spaces) Prepare for WA Trades Union CTAP Pre- Audit Continue to explore new Program options (I-DEA, STEM/STEAM, Barbering, Welding, Automotive) CANVAS Curriculum Usage (HS 21+, CIS, I-DEA Programs) Systemic Interventions (I.T Specialist & Lab Tech/Navigator): Implement Learning Labs to support struggling learners with student services support staff provided by SBTC Ensure research based, high yield intervention software is loaded on laptops in learning labs Technological Tools, Infrastructure (I.T Specialist): Implement Laptop Deployment -80 laptops to BM, CIS Program to cells & units by close of winter) secured cabinets Secure new or re-furbished computers (Unloop, Microsoft Partnership) Replace old network servers This slide provides systems level implementations that began last year and will continue during the academic year. Many of these changes are reflective of the “environmental scan” that has been conducted this year, others are SBTC driven or are addressing a long standing need of EdCC.
