You and your collective agreement

2 EXPIRATION OF AGREEMENT
Collective Agreements expire August 31, 2019

3 NOTICE TO BARGAIN Notice to Bargain (Earliest date March 2019) Notice to Bargain Centrally also serves as notice to Bargain Locally.

4 Strike votes when appropriate but no sooner than July 31, 2019.
Everybody can strike for Central issues. Individual locals can still strike for Local issues.

5 CENTRAL and Local BARGAINING COMMITTEE(S)
The Central Bargaining Committee is determined by OSBCU By-Laws. Council President First VP French VP 7 Area Representatives Local Bargaining Committee is elected as per local by-laws.

6 SURVEYING THE MEMBERSHIP
Central Bargaining Committee develops central bargaining survey for members and executive. Locals develop local survey or use a local template survey provided for members.

7 COMPILING SURVEY DATA and Developing bargaining priorities (CENTRAL)
Central Bargaining Committee (CBC) reviews survey results and develop Bargaining Priority Working Document. CBC carries out feedback meetings throughout the Province. Local Leadership attends the meetings to weigh in on Bargaining Priorities. CBC revises Bargaining Priorities Working Document for presentation to the Bargaining Conference.

8 COMPILING SURVEY DATA and Developing bargaining priorities (Local)
Local reviews local survey results and develops local bargaining priorities.

9 RATIFICATION OF BARGAINING PRIORITIES
Bargaining Conference to approve Central Bargaining Priorities. Locals ratify Local Bargaining Priorities.

10 BARGAINING BEGINS ! CENTRAL:
The Ontario School Board Council of Unions bargains at the “Central Table” with the Council of Trustees Association (representatives of School Board trustees). The Government of Ontario is a participant at the Central Bargaining table. LOCAL: Locals bargain directly with their individual School Board.

11 IF BARGAINING IS SUCCESSFUL
Tentative Agreements are reached. Tentative Agreements can be Central or Local. Central and Local tentative agreements may or may not occur at the same time.

12 IF BARGAINING IS NOT SUCCESSFUL
A Conciliation Officer will be appointed by the Ontario Ministry of Labour. A Conciliation Officer can be appointed for either the Central or Local Bargaining tables, or both Central and Local tables. The Conciliation Officer has the job of assisting the parties in achieving a collective agreement.

13 IF CONCILIATION IS NOT SUCCESSFUL
CENTRAL: Either the Ontario School Board Council of Unions (us) or the Council of Trustees Association (them) can request a “No Board” report from the Conciliation officer. LOCAL: Either the Local or the School Board can request a “No Board” report from the Conciliation officer. A “No Board” report starts the 17-day countdown to Strike Action, or a Lockout by the employer. The parties may continue to bargain during the 17-day countdown period with or without a Ministry of Labour mediator.

14 STRIKE OR LOCKOUT Central or Local leadership would provide direction on Strike actions. Members would participate in “work to rule” or “job actions,” up to and including full strike actions, If we are locked out, all actions and picketing would be directed by the Bargaining Support Committee, 5 days’ notice is required for strike action/lockout and another 5 days’ notice for each escalation of strike action/lockout. Employers must have the permission of the Ministry to alter our terms and conditions of employment.

15 TENTATIVE AGREEMENT CENTRAL: a Central tentative agreement is ratified by a majority of the Locals representing a majority of the members (Double Majority). LOCAL: the Local terms are ratified by a majority of the members present at a ratification meeting.
