2 I. Overview Last reviewed: 2002 Revised in order to  include all institutions involved in transfer;  account for changes in technology;  bring Constitution and practice into alignment;  include new items for more effective administration. 2dcampbell@forsythtech.edu

3 II. Sections affected Article 5. Geographic Organization Regions of state are listed with counties in each region. Article 6. Officers Section 1: Elected Officers President-Elect and Treasurer are now combined in order to handle finances more effectively. “University representatives” are now split into public and private to allow more comprehensive representation. Sections affected Article 6 continued Section 4: Unexpired Terms: (d) If President's office becomes vacant, Nominating Committee appoints a member of the Executive Board, rather than one of its own members. Section 5 [added]: Stipulates term of office as maximum of 2 successive 2-year terms for any officer in any position. 5dcampbell@forsythtech.edu

6 II. Sections affected Article 6 continued Section 6a: President's duties now include notifying members of CTPA meetings and Executive Board meetings. President's attendance at TAC meetings is stipulated, rather than assumed. Section 6b: President-Elect no longer sends out newsletter, since it is now maintained online and is overseen by Publicity Officer (Section 6d). 6dcampbell@forsythtech.edu

Section 6d: Publicity Officer - new sub-section for new position. Sections affected Article 6 continued Section 6e: Regional representatives: Past Constitution, #4, included requirement to “maintain contact with colleges and universities in their region.” No longer a necessary stipulation, since public and private colleges and universities will be represented on the Executive Board and among the membership. 8dcampbell@forsythtech.edu

Sections affected Article 6 continued Section 7b: Election Procedures Names of candidates for nomination must be submitted to the Nominating Committee by August 1 (not August 31) of an election year. Elections will be held “prior to or at the biennial fall business meeting,” not, as previously, the “annual fall conference.” 9dcampbell@forsythtech.edu

10 II. Sections affected Article 7: Meetings Section 1: The “annual fall conference” required previously has been deleted, since our recent conferences have been held during the spring. Article 8: Committees Section 2d: The chair of each committee will prepare minutes of each meeting, rather than the previously stipulated annual report. 10dcampbell@forsythtech.edu

Sections affected Article 9: Amendments Section 2: Proposed amendments must now be submitted “in writing.” Section 3: Referendum: Submission of proposed amendments has been changed from ten days “before the annual conference” to ten days “before a vote is called.” Section 4: Ratification: The requirement to ratify “at the annual conference” is deleted. Section 5: Effective Date: The date has been changed from “August 15” to “January 1” after ratification. 11dcampbell@forsythtech.edu

12 II. Sections affected Article 10: Parliamentary Procedure The revised edition of Robert's Rules of Order is now the authority. These have been added:  The Past President shall serve as Parliamentarian.  A copy of the text will be on hand at all meetings. 12dcampbell@forsythtech.edu

13 II. Sections affected Appendix I: Reimbursement Procedures Previously, list included newsletters/mailings, approved travel, and approved subsistence and lodging. Currently, list includes only “representative examples” of expenses that may be approved by Board: official CTPA communications and travel, subsistence, and lodging. Sections affected Appendix II: CTPA Policies Membership: Decreased from 7 to 3 items:  membership to be renewed annually, by January 1;  applications to be distributed annually;  CTPA website to contain current membership list and Constitution.
