3. Main differences between ETC and non-ETC reports
some reporting requirements are dropped (not CF and ESF)
no ex-ante conditionality applicable to the ETC programmes
no progress report for the ETC programmes
simplified categorisation (less dimensions)
where appropriate: major projects, JAP, financial instruments

4. Open issues
implementation reports shall follow models adopted by the Commission as implementing acts. The acts shall be adopted in accordance with the examination procedure referred to in Article 30(3) [Article 13(4) of ETC Regulation]
reporting on the financial contributions not coming from the ERDF like ENI, IPA, Switzerland or Norway - for programmes where third countries are involved
