1 Formats envisaged in the Common Provisions Regulation for major projects Third Meeting of the Expert Group on Delegated and Implementing Acts for the ESI Funds 25 March 2013

2 O BJECTIVE OF THE IMPLEMENTING ACT Set out uniform requirements for the data for assessment of major projects under Art. 91 and 92 of the CPR. This data will be used for assessing and appraising major projects …. … and a subset of this data for notifying procedure by Managing Authorities to the Commission. 2

3 M AIN ELEMENTS - The format for presentation of information required by Art.91 (1) of CPR for the approval of major projects within the notification procedure as information given to the independent expert and… for the Commission appraisal procedure. - The format for notification the Commission of the selected major project in accordance with Art.92 (1) 3

4 Information required for approval of major project (a) body responsible for implementation and its capacity (b) description of the investment and its location (c) total cost and total eligible cost (d) feasibility studies, including options analysis (e) cost-benefit analysis, including economic and financial analysis, and risk assessment (f) analysis of environmental impact, taking into account climate change issues (g) consistency and expected contribution to the relevant priority axes of the operational programme(s) (h) financing plan, physical and financial indicators (i) timetable 4

5 Information required for notification (a) the document referred to in Article 114(3)(c) setting out: (i) the body responsible (ii) description of the investment, its location, timetable and expected contribution of the major project to priority axis(es) (iii) total cost and total eligible cost (iv) financing plan, physical and financial indicators, taking account of identified risks (b) the quality review of the independent experts 5
