1 PMAWCA Quality, Safety & Environment Seminar, 21st – 25th May 2018
PMAWCA Quality, Safety & Environment Seminar, 21st – 25th May 2018 ‘Working Together Towards Environmentally Sustainable West and Central African Ports’

2 OUTLINE Transfer contents of meeting last two days’ meeting into applicable action An interactive session Short presentation Working session Presentations and discussions Reflections and future directions

3 INTRODUCTION Efficient and sustainable ports crucial for WCA to support economic growth This means port growth through increasing shipping and port activities Good news, BUT, environmental implications! Ships’ wastes, ballast water, oil spill, biofouling, air pollution, port waste etc. Mean time exposure to effects of climate change So need for environmental capacity and action

4 INTRODUCTION C’TD Common environmental problems for WCA ports
But different politico-administrative systems rooted in colonial legacies (French/British) Strong state dominance in port environmental policy Incoherent approaches, even for regional policies Yet common regional sea, common problems so common solutions needed

5 INTRODUCTION C’TD Strong state dominance in port environmental policy
But port operations changing to public-private partnership So need for formal role for private economic actors Marine and coastal environmental impacts are public and societal problems so need for role for civil society actors Yet, economic and civil societal actors roles are largely absent

6 INTRODUCTION C’TD Situation is not all too bad
Emergent environmental reforms but still limited and fragmented Environment institutionalised in varying forms in most WCA ports Potential for regional port environmental co-operation Need for operationalisation, formalisation and strengthening

7 Basically Environmental Co-operation and Networking
SESSION OBJECTIVE Essence of this session is to appreciate and put together lessons learnt from the Seminar and develop collaborative action between port authorities, private port operators, civil society and state actors to address common environmental challenges facing WCA ports Basically Environmental Co-operation and Networking

8 VISION Build a Co-ordinated Environmental Network among WCA ports under African Ports Environment Initiative (APEI) to serve as Platform for Information and Best Practice Exchange to Improve and Harmonize Environmental Performance

13 SYNTHESISING CONTENTS OF SEMINAR
What are your highlights for the week, particularly, yesterday and today? What has been the most surprising thing? Are there any issues we will consider important and requiring attention? Are there any differences/ similarities between our ports?

Evaluate & adjust plan Adjust and monitor agreements Inventory issues & stakeholders Monitoring phase Preparation phase Negotiate conflict-solving Set goals Implementation phase Analytical phase Negotiate constructively Identify points of views & interests Start effective & result-oriented dialogue Determine strategy per stakeholder

15 1 hour to do this on flip over sheets
TASK 1 FOR GROUPS Task 1 Develop an action plan to initiate effective management of your group’s environmental issue 1 hour to do this on flip over sheets Give feedback on post-it-notes at different groups (30 mins) 15

16 TASK 2 FOR GROUPS Task 2 Develop a collaborative arrangement for setting up Lead Partnering Ports (LPPs) for port environmental information and best practice exchange 16

17 THOUGHTS FOR TASK 2 Co-operation on what topics?
Which ports take the lead? What will be the responsibility for the lead partnering ports? How will this co-operation take place? What will be the role for port authorities/port operators and businesses/civil society/NGOs/CBOs etc.? Concrete plans/agreements/ and next steps for moving forward? 17
