3 1. INTRODUCTION Purpose:
(i) To brief the Portfolio Committee on progress made in the implementation of Section 15 of the IPID Act of 2011 read with Section 31 of the Civilian Secretariat Act of 2011. (ii) Section 15 of the IPID Act provides for : Establishment of the Consultative Forum for facilitation of co-operation between CSPS and IPID, discuss issues related to trends, recommendations and implementation of such recommendations. (iii) Section 31 of CSPS Act provides for: The Executive Director and The Secretary must ensure the necessary cooperation for the proper functioning of the Consultative Forum.

4 2. Launch of the consultative forum
2.1 The Consultative Forum was launched on 6 March 2015 in the Western Cape. 2.2 The delegates who attended included amongst others, the Provincial Chairpersons of the Community Policing Forum, Heads of Provincial Secretariats, SAPS leadership, Parliament Chairperson and three representatives, Metro Police Chiefs, Academics and non-governmental organisations, National Secretariat and IPID senior managers, Office of the DPCI Judge and Security cluster representatives.

5 3. PURPOSE OF THE CONSULTATIVE FORUM
3.1 To facilitate close cooperation between the Secretary of Police Service and the Executive Director of IPID 3.2 To discuss, amongst others, issues relating to trends, recommendations and implementation of such recommendations 3.3 To give an opportunity to the Executive Director of IPID and the Secretary of Police Service to continuously monitor and assess the progress of the Consultative Forum.

6 4. OUTCOMES ON THE CONSULTATIVE FORUM MEETINGS (1)
Four Consultative Forum meetings held thus far(11 June & 09 October 2015; 18 March & 28 July 2016) and two Steering Committee meetings (2015). The following outcomes/resolutions emanated from the consultative meetings held: (i) Proposed Legislative Reforms Proposed amendments to Section 30 of IPID Act to include Metro Police Service. Elucidated Section 7(8) of IPID Act as policy related matter. (ii) Alignment of service delivery compliants value chain The Business Process Mapping workshop for key stakeholders on service delivery complaints was held on the July 2015.

7 4. OUTCOMES ON THE CONSULTATIVE FORUM MEETINGS (2)
The following outcomes/resolutions emanated from the consultative meetings held (cont…): (iii) Improved monitoring of implementation of IPID recommendations by SAPS Monthly meetings on recommendations to address discrepancies Provincial SAPS and IPID conduct monthly verification of recommendations Enhance collaborative efforts between IPID and CSPS in fulfilling legislative mandate The CSPS (OM&E) embarked on Provincial visits focused at SAPS Provincial offices and IPID Provincial offices. Provincial Secretariats were also drawn in on these visits (17th Nov 2015 – 20th Jan 2016) Purpose of these visits is to identify the root causes or blockages for non-implementation of IPID recommendations by SAPS and to determine the causes of discrepancies in the statistics.

8 4. OUTCOMES ON THE CONSULTATIVE FORUM MEETINGS (3)
(b) The following outcomes/resolutions emanated from the consultative meetings held (cont…): (iv) Governance of the Consultative Forum meeting Establishment of the ToR steering committee including the review, adoption and operationalization of the ToR. Establishment of the Forum Secretariat (FS) comprising IPID and CSPS members Establishment of working committee to oversee Bizana complaints and service delivery protests (v) Review of mandates IPID will act on DVA cases where SAPS members are implicated in terms of Sec 28(1)(f) and Sec 28(1)(h) of the IPID Act,

9 5. WAY FORWARD Plans are underway to conduct a joint research on the assault cases for lower ranking SAPS members for 2015/16. CSPS to engage National Commissioner on the provisions of Sec 30(a), (b) & (c) and provide feedback. Presentation of litigation/civil claims M&E report . Assessment of progress/ challenges in dealing with service delivery complaints.
