4 NAVFAC Established in 1842 as Bureau of Yards and Docks
NAVFAC is the shore systems command (SYSCOM) that plans, designs, builds, and maintains sustainable facilities; provides environmental, utilities, and other base services; serves as the technical authority for construction, real estate, facilities acquisition, facilities Information Technology, Shore Industrial Control Systems, Anti-Terrorism Force Protection (ATFP) and other systems within NAVFAC authority. Acquires and sustains equipment and systems for Navy Expeditionary Forces. SYSCOM and technical authorities directed by Title X, DoD, SECNAV, and CNO’s staff. One of two DoD Design & Construction Agents (other is Army Corps of Engineers). Acquisition authorities are direct from ASN(RD&A). Real Estate authorities are direct from ASN(EI&E). Workforce is 21,600 US civilian, Allied partners civilian, military, and contractor personnel aligned and located to support NAVFAC’s Supported Commanders. Chief of the Civil Engineer Corps is community lead for Civil Engineer Corps officers (~1,200) and Seabees (~12,000). NAVFAC is the facilities lifecycle experts, responsible for all stages of shore infrastructure lifecycle management for Navy and sharing the responsibilities of shore infrastructure lifecycle management with the USMC in all phases of operations. 12 Theater Engineering Theater Campaign Posture Plans: Support of the Geographic Component Commanders’ (GCC) to shape the theater as we develop partnerships, build capacity, and develop country-specific expertise through off-installation construction projects and subject matter expert exchanges. Develop relationships for deliberate planning in support of numbered plans. NAVFAC operates in all phases of military operations, 0 through V. Current Operations: 158 projects in design/construction in 38 countries for GCCs (e.g. school renovations in Moldova and Montenegro; hospitals in Ukraine and Kenya; and local coast guard facilities in Vietnam, Dominican Republic, and Philippines). Projects rarely exceed $1M. Contingency Support: NAVFAC has two large multi-award contingency contracts (one for construction, one for base operations) that can supply immediate capacity; recently used for response to Albany tornados and Hurricanes Matthew and Harvey. 13 Warfare Center Specialty Engineering, ISEA, Logistics and Procurement
Research, Development, Test and Evaluation Science and Technology Mobile Utilities Support Equipment Seafloor Engineering Expeditionary Energy Blast Analysis Seawater Desalination Reversible Solid Oxide Fuel Cell Authorities: Designated as a DoD Science Technology, and Reinvention Laboratory (STRL) in 2018 National Defense Authorization Act. Capabilities: Provides specialty engineering research & development not resident at NAVFAC’s regional commands. Work on underwater systems, particularly sensors and cables are the single largest force multiplier. EXWC oversaw installation of cable from Florida to Cuba, replacing the installation’s reliance on satellites for all communication. Collaborating with the British and the Air Force, EXWC used the sensing they developed for mapping invasion beaches to do remote sensing of the cable landing site (before the project was publicly announced), developing the sensors and cable junction boxes, and contracted for the installation of nuclear detonation sensors near Cypress. Research & Development (R&D) examples include new concrete mixes for the JSF, new POL tank coatings with twice the current life span, and mobile utility system that functions as a solar plant during the day and a fuel cell at night. 14 Expeditionary Acquisition and lifecycle management for Navy Expeditionary Forces 140 Tables of Allowance worth $5.9B for 32,000 sailors Motor Transport Heavy Construction Light Construction SYSCOM responsibilities: Map Required Operational Capabilities/Projected Operational Environment requirements into OPNAV-approved Table of Allowances (TOA); develop material solutions; POM and procurement of equipment; provide full life cycle support; and including equipment disposal or re-distribution. Primarily support N95 Forces (NECC, Naval Beach Group, Naval Special Warfare), but also support N2/N6, N41, N42, and N095 expeditionary forces with diverse mission requirements. Initiatives: Standardize equipment across all forces whenever feasible; use service life extension programs, joint service equipment solutions (large-scale economics & expedited delivery benefits), and next generation solutions (e.g. ship-to-shore fuel systems, base camp power generation/energy efficiencies) where feasible. We provide the Navy and Marine Corps forces with the operating, support and training bases they need when they are home…from the sea. The commander of NAVFAC is Rear Admiral Mike Johnson. The commander is often referred to as the Chief, because he also serves as the Chief of the Navy’s Civil Engineer Corps of which the officers in NAVFAC commands are a part. The headquarters is in the Washington DC Navy Yard.
