Avinor – limited company, fully owned by the Norwegian state Avinor responsible for: 45 airports (civil) ANS (civil and military), 48 towers and ACC ANS subsidiary company in 2014 (Avinor Flysikring) Ministry of Transport & Communications Owner of Avinor Regulator

2013: Opening for competition on non-Avinor airports 2014: Political platform of the government Open ANS to competition I.e. tower- and approach services En-route services still to be provided by Avinor Flysikring
