1 NORTH CAROLINA TEACHER EVALUATION INSTRUMENT and PROCESS
Concluding the Evaluation Process for Probationary Teachers and PDP: Principal Copy North Carolina Department of Public Instruction 1

2 In our past sessions we have covered:
The five standards The elements under each standard The rubric for each standard The process for marking the rubric based on evidence

3 Today, we are going to review the process of marking the rubric and completing the summative evaluation document for probationary teachers Refer to pages from revised book Go over Standard I Element A, explaining that the teacher is rated as Developing because all descriptors were not marked in the Proficient category. The rule is that all descriptors in a column must be checked or the rating drops back to the previous level.

4 Optional Summary Rating Form
The best way for a principal to utilize the Optional Summary Rating Form is to complete it while reviewing all four observations and the Professional Development Plan for the teacher. It will serve as a worksheet to fill out before completing the Required Summary Rating Form. Refer to Sample Optional Summary Rating Form Suggest how to spread out the observations and the PDP in order to work on one element at a time. The principal should explain his/her procedure at this time for coming to a consensus for the summative evaluation.

5 Required Summary Rating Form
Evidence or documentation to support ratings (artifacts) has been identified and documented during previous observations and post-conferences. Principal comments are required when the overall rating for a standard is Developing or Not Demonstrated. Refer to copies of the Required Teacher Summary Rating Form, pages 36-40

6 Professional Development Plan: General Guidelines
Principal keeps original until the end of the year, then sends it to the appropriate person in Human Resources Teacher keeps a copy The principal is responsible for accuracy in identifying the employment status of the teacher The Probationary status does not always correspond with the Beginning Teacher status Probationary status refers to the number of years in Davidson County with a clear license. For example, a BT2 who taught in another system last year would be a Probationary 1 of 4. Beginning Teacher status is a state licensure process and carries over from one LEA to another. Tenure is an LEA employment process Lateral entry teachers are not eligible to earn credit toward tenure until the lateral license has been cleared. Refer to blank PDP Look at the heading when discussing Employment Status 6

7 Professional Development Plan: General Guidelines
All goals should be individual growth goals, not school-wide goals. The word “ongoing” should not be used for the timeline. Each goal on the PDP will be marked as successfully completed or not completed at the end of the school year. For Beginning Teachers, the mentor’s signature is required in addition to the signatures of the teacher and an administrator.

10 Reminders To maintain consistency throughout the county, teachers are being trained in the same format for each session of the training.
