2 Review Agreements and Why Disagreements and Why
Pushing authority down – because intelligence level of young Marines can handle it = quicker response; speed of action Increased SA (geo and intel) via DO = netted interdependency Enhanced capabilities at lowest level of infantry units – training indispensable Empowering the infantry unit to obtain actionable information and utilize it at the lowest level = force multiplier (cover larger geographical area with fewer blue forces on the ground) Disagreements and Why Concern over cost to train & maintain – considered an order of magnitude higher than equipment purchase Concern over categorizing/forecasting waveform performance for each team – experimentation key Concern over who handles Fire Support Coordination – empowered lower – but can Plt Ldr handle it? – Does FSC need to be pushed down below company? Asymmetric battlespace and cross-boundary fires, etc. Integrating DO into Major Combat Ops not necessarily exclusive – probably an enabler

4 Command and Control What actions are required to implement this capability? Money – Long term programmatic commitment (Total Cost of Ownership) Adaptive, Redundant and Reliable OTH Comms – Systems must operate together. Investigate alternatives to hardware and TTPs that support maneuvers Tailored Common Tactical “Picture” for Fire Team and above – Requires Blue Force Tracking at all levels Persistent and Integrated ISR – Viable scheme for filter / fusion of info Standards: Proposed Metrics / to what degree  Standards are consistent with FORCENET architecture Effect of this capability Advantages – Maximum Mission Effectiveness and Efficiency Disadvantages – Information overload if not filtered / fused Effect on Enemy – OODA Loop Penetration / Exploitation Enemy Effect on Capability – Blue Force Detection This slide is intended to provide the Senior Leadership/audience with the highlighted capability we want to focus on that was culled out from the CONOPS development. For example: Description: Ability to conduct MCM Operations for a brigade size force. Actions required to Implement: Standards: Time, Speed (3 lanes per battalion, etc.) Effect of this capability: -Advantages: World Wide Effect on potential adversaries -Disadvantages: Cost -Effect on Enemy: Will force him to develop counter measures -Enemy Effect on Capability:

Change in doctrine - Currently at Battalion level, need to push down Change in TTPs – DO units require new TTPs Increase Number of terminal controllers Common Call for Fires Protocols – Effects based results of Calls Hardware Requirements for Squad – Device to enter Fire Support Net Standards: Proposed Metrics / to what degree  Joint Architecture Time Sensitive Strike Analysis Calls for Fire per day – Today vs. Future Effect of this capability Advantages – Optimize fires, Distributed Control Disadvantages – Potential for Fratricide, System overload (Bandwidth) Effect on Enemy – Efficient Destruction of Target Set Enemy Effect on Capability – TBD

Intel / assessment capability Could bring up STRATLIFT as an overall issue. Could bring up the number of deep water repair facilities located overseas in the timeline of a CONOPS…requires us to move to X location to affect repairs.
