IL TRANSPORTATION TASK FORCE Members of our Task Force have been awarded the Friends of Transit award in 2009, 2011 and 2012 by the Montana Transit Association

Task Force Legislative Successes
IL TRANSPORTATION TASK FORCE Task Force Legislative Successes License and operation of a low speed electric vehicle State ID Bill changed the number of years that an ID is valid License and operation of a low speed electric vehicle: defines what a low speed electric vehicle is golf cart defines where and when and speeds a low speed vehicle can be driven in Montana State ID Bill makes an official Montana State ID will be valid for 8 years (same as a drivers license) instead of the current 4 years.

IL TRANSPORTATION TASK FORCE Other 2013 Legislative Bills Rental Car Tax Bill (Not Passed) Gas Tax Bill (Not Passed) Supported earmarking 50% of the current tax on rental cars to be used to fund Transade Supported a two cent gas tax with the revenue being split between infrastructure and Public Transit.

IL TRANSPORTATION TASK FORCE Federal Highway Bill – Moving Ahead For Progress in the 21st Century (MAP 21) Signed into law July 6, 2012 Federal Highway Bill Moving Ahead For Progress in the 21 Century (MAP 21) Signed into law July 6,2012 The Montana CILS partnered with national advocacy groups such as Transportation for America, Associated Programs for Rural Independent Living( APRIL) and National Council on Independent Living(NCIL) to pass and advocate for disability friendly policies throughout transportation policy.

IL TRANSPORTATION TASK FORCE FEDERAL FUNDING Section 5307 : Urbanized Area Formula Funding Grant Section 5310 : Enhanced Mobility For Seniors and Individuals with Disabilities Grant Section 5311 : Rural Formula Funding Grant and Public Transportation on Indian Reservation Formula Grant The Highway Trust Fund Section 5307: Urbanized Area Formula Funding Grant Section 5310 Enhanced Mobility For Seniors and Individuals with Disabilities The section is to enhance the ability of Transit providers to provide capital or vehicles for Seniors and People with Disabilities. Funds and administrative rules generally apply to Disability and Senior Providers Aware Assisted living and nursing home providers Funds are allocated or distributed by population- Funds are allocated by urban area 200,000 or more or are allocated to state Departments of Transportation for Small Urban communities (50, ,000) and Rural communities(less than 50,000) Providers must participate in coordinated planning process through a transportation advisory committee In 2013 Montana Department of Transportation was allocated or authorized to spend on vehicles$450,859 for Elderly and Disabled providers in small urban areas Billings Great Falls,Missoula Providers submit a coordinated plan and are awarded capital vehicles through a Capital Assistance Review committee. Section 5311 Rural Formula Funding Grant and Public Transportation on Indian Reservation Formula Grant This Section is for rural general providers who serve communities with a population of less than 50,000 as well as Tribal Funding that is DIRECTLY Funded to Montana Indian Nations.

Montana Department of Transportation has held 3 Public Transportation Summits March 2010 December 2010 May 2011 The next Summit is being planned for Spring 2014 March 2010 Exploring the current transportation resources each State Agency had Develop a coordination effort at the State Agency level that eventually could be passed onto the local level. In December 2010 the second Public Transportation Summit was held and focused on “What are the Transportation Needs for the Clientele you serve?” In May 2011 the third Public Transportation Summit was held. They identified these topics for further discussion: Increase the public awareness and appreciation of the public transportation currently available Identify all sources of funding, and determine how to access and utilize the funding more effectively Coordinate regionally. Address transportation routes between our major cities and towns
