1 Why supporting energy efficiency in buildings?
Vincent BERRUTTO Head of Unit Executive Agency for Competitiveness and Innovation DG REGIO workshop Brussels 19 June 2009

2 European Union’s Energy Policy Targets
20% less greenhouse gas emissions 20% share of renewables 20% better energy efficiency …By 2020 The key goals set by the European Council for the EU sustainable energy strategy can be summarised as follows A unilateral commitment to reduce greenhouse gas (GHG) emissions by 20% by 2020 compared to 1990 levels and commitment to reduce by 30% if other developed countries do the same. A commitment to reduce global primary energy use by 20% by 2020 (saving of €100 billion at an oil price of 48 $/barrel and around 780 million tons of CO2 each year). A binding target of increasing the level of renewable energy in the EU's final energy mix from 8,5% in 2005 to 20% by 2020 (previous target 12% by 2010). On 3 December 2008, the EU has struck a deal to satisfy 10% of its transport fuel needs from renewable sources, including biofuels, hydrogen and green electricity, as part of ongoing negotiations on its energy and climate package. The move represents a step back from the original aim of sourcing 10% of the bloc's transport fuels from biofuels alone. The final compromise obliges the bloc to ensure that biofuels offer at least 35% carbon emission savings compared to fossil fuels when the law enters into force – a figure that would rise to 45% by 2013 and 50% by As of 2017, the target will be raised to 60%. Earlier, the Parliament had asked for an immediate 45% target to be established  2

3 Energy savings potential by 2020

4 Example of housing retrofit in Latvia
Complete thermal insulation Modernisation of heating system, new radiators with thermostats New windows, new ventilation => Heating consumption reduced from 150 to 70 KWh/m2.year (> 50% gains) Source: IWO e.V.

5 Benefits of energy efficiency
Climate protection Security of energy supply Competitiveness, job creation Better living conditions, fight against fuel poverty

6 Barriers to overcome Lack of information Seen as low priority
Hassle factor, inertia, traditions Fragmented markets, many actors Focus on investment costs Insufficient capital Split incentives Lack of owners cooperatives

7 Energy Performance of Buildings Directive
Mandatory energy performance standards Energy performance certificates Regular inspection of boilers and A/C systems NB: Recast currently under discussion

8 Converting policy into action e.g. pilot project in Roja (LV)

9 INTELLIGENT ENERGY EUROPE
ENERGY EFFICIENCY More than 2000 beneficiaries from 31 European countries carry out 400+ European projects set up 60 local/regional energy agencies New in 2009: ELENA technical assistance facility for municipalities (operated with EIB) RENEWABLES ENERGY IN TRANSPORT
