150th BIRTH ANNIVERSARY OF MAHATMA GANDHI PEOPLE’S PLAN CAMPAIGN – SAB KI YOZANA - SAB KA VIKAS (2nd October to 31st December ‘ 2018) DIRECTOR PANCHAYAT RAJ & RURAL DEVELOPMENT ANDHRA PRADESH

2 PREPARDNESS OF STATE Article 243 G of Constitution of India mandated the Gram Panchayats for the preparation of Gram Panchayat Development Plan (GPDP) for economic development and social justice. 29 subjects listed in the Eleventh Schedule of the Constitution needs to be focused During as mandated in 14th Finance Commission Award, the MoPR issued comprehensive instructions to prepare GPDP for every GP Accordingly, the State Government have issued comprehensive guidelines vide G.O.Ms.No.97 PR&RD Dt: on the preparation of GPDP All Gram Panchayats in the state have prepared and uploaded GPDPs in Plan Plus application from onwards. The Preparation of GPDP for has also been completed in respect of all GPs and 91% have also been uploaded in Plan plus application. On the eve of 150th Birth Anniversary of Mahatma Gandhi this year, the MoPR has special instructions and rolled out a special Participatory People’s Campaign as “Sab ka Yozana – Sab ki Vikas” from 2nd October ‘2018 to 31st December ‘ 2018 ,so as to make the GPDP Planning Process More comprehensive Based on participatory process Full Convergence with Dept/Schemes pertaining to 29 subjects In order to facilitate the Gram Panchayats to have a systematic thrust on Evidence based Planning and Implementation process , Ranking of Gram Panchayats on a scale of 100 on Infrastructure, Human Development and Economic Development on the lines of Mission Antyodaya frame work has been suggested

3 The Action points for People’s Campaign and Action initiated by the State are: 
S.No Activity Action Taken 1 Appointment of Nodal Officers for the campaign, baseline survey of Gram Panchayats (Mission Antyodaya) and Registration on web portal ( ) State Nodal Officer and District Nodal Officers have been nominated and the details are being uploaded in the website 2 Appointment of facilitator for every Gram Panchayat/ Rural Local body The MPDOs (Block Level Officer-BDO) have been authorized to appoint facilitators to each GP as per the guidelines and the process of appointment will be completed as per time lines and the details will be uploaded in the website 3 Training of Facilitators Modules have been prepared and the training will be conducted on cascading mode as per time lines 4 Finalization of Gram Sabha wise calendar for holding of Gram Sabhas and Appointing frontline workers Comprehensive Guidelines have been already been to all concerned and it will be completed as per time lines 5 Display of Public Information Board in every Gram Panchayat and uploading of geo-tagged photographs of it on the web portal Telugu version of Public Information Board has been circulated to all the concerned officers along with the detailed estimate cost of Board and it will be completed as per time lines. 6 Completion of geo-tagging of assets in m-Action soft , PRIA Soft Accounts,PFMS of 14th Bank Accounts etc As per time lines they will be completed by Special Monitoring cell has been created in the office of the Director, PR & RD Vijayawada

5 RANKING AT NATIONAL LEVEL

6 Preparatory Exercise on Ranking of Gram Panchayats during people’s campaign (GPDP 2019-20)
Society for Elimination of Rural Poverty (SERP) is taking up Survey/ Gap analysis on the line Mission Antyodaya in all the GPs in the state (Non MA GPs) as was done during Phase-I The MA gap analysis will be done basing on the experience gained during the Phase-I survey process and it will be completed as per time lines ( ) Special initiative by State A core dash board (containing GP level data base) has been created to all Gram Panchayats which give access to real time information on various activities/ statistics of different departments /schemes which can be utilized as secondary data for situation analysis and better planning by Gram Panchayats Identification of Infrastructure Gaps in Gram Panchayats has already been initiated . A state specific special mobile app has been launched through which the Gram Panchayats will be in a position to know the Infrastructure Gaps, the present status of the asset (to assess the Operational /Maintenance Cost) State Specific programmes such as “Smart Village – Smart Ward Programme” and “ Grama Vikasam” (Covering 15 Village and 10 Individual securities) are aligned with GPDP Star Rating for every Gram Panchayat is being given on Ten parameters to create competitiveness among the GPs

7 Special initiative by State
As a convergence activity in GPDP , about Kms of internal CC Roads have been laid in the Gram Panchayats Converging 14th FC, OSR and MGNREGA funds during to A comprehensive model of Solid Waste Management for Gram Panchayats has been launched. It has become a flagship programme of the state. The programme is being taken up with convergence of 14th FC, SBM and MGNREGA funds . About 3000 Gram Panchayats have taken up the Programme so far and remaining will be completed by An unique model for retrofitting of all street lights (about 30 lakhs) in all the Gram Panchayats has been launched with ‘ Zero” investment . Work has been completed in 5 Districts and the remaining Districts will be completed by All the street lights are being fitted with CCMS Boxes to control total system remotely A robust online monitoring system has been developed.
