2 Community and Regional Affairs
Mission: Helping Alaska’s communities build sustainable economies and a means of self-governance. Article X, Section 14 of the Alaska Constitution: “An agency shall be established by law in the executive branch of the state government to advise and assist local governments. It shall review their activities, collect and publish local government information, and perform other duties prescribed by law.”

3 Advise and Assist Local Governments
Planning and Land Management Section ANCSA 14c(3) Planning Alaska Risk MAP Program and Floodplain Management Community Profile Maps and Interactive Mapping Municipal Land Trustee Program Local Government Assistance 21 local government specialists in 7 regional offices (Anchorage, Bethel, Dillingham, Fairbanks, Juneau, Kotzebue, and Nome) Office of the State Assessor Alaska Taxable (Interactive) Local Boundary Commission Local Government Assistance EPA funded Rural Utility Business Advisor (RUBA) program funds 90% of the section’s LGS travel to assist communities on-site or provide training. Capacity building and technical assistance 8 training courses: Introduction to Utility Management, Personnel, Financial Management, Organizational, Planning, Operations, Elected Officials, Utility/ Municipal Clerk Office of the State Assessor Advises and assists municipalities on assessment and taxation issues. Develops the annual Full Value Determination (FVD). Provides taxation and assessment education. Administers the Senior Citizen and Disabled Veteran Property Tax Exemption Program. Monitors municipal assessment and taxation practices and procedures. Local Boundary Commission The Local Boundary Commission (LBC) was created by the Constitution of the State of Alaska to ensure that arguments for and against proposals to create or alter municipal governments are analyzed objectively, and take area wide and statewide needs into consideration.

Community Aid and Accountability Grant administration: Community Revenue Sharing Payment in Lieu of Taxes National Forest Receipts/Secure Rural Schools Program Shared Fisheries Business Tax/Fishery Resource Landing Tax Technical assistance, training Research and Analysis Section Community Database Online (CDO) Interfacing CDO with other agencies and organizations 29% Community Aid and Accountability Section Provides communities with state and federal financial aid for the delivery of local public services while insuring the communities meet all state and federal eligibility standards. Community Revenue Sharing Payment in Lieu of Taxes National Forest Receipts/Secure Rural Schools Program Shared Fisheries Business Tax/Fishery Resource Landing Tax Provides advice, technical assistance, training and other resources to assist communities with local financial and government administration issues. Research and Analysis Section Conducts research studies to support local government development, community planning, local capacity building, and rural policy development. Provides community information resources via the Community Database Online (CDO). Establishes and maintains relationships with other agencies and organizations for the purpose of enriching the database, providing a better quality service, and conducting research.

5 Two ex-officio legislative members (House and Senate).
Other Functions Alaska Native Language Preservation & Advisory Council Provides recommendations and advice to both the governor and Legislature on programs, policies, and projects; and to network and advocate in support of the council’s mission. Serve Alaska Serve Alaska, in partnership with the Corporation for National and Community Service, brings AmeriCorps programs to Alaska. Provides grants to local non-profit and community agencies to run national services programs. Grantees operate in almost every region of the state, bringing support and training to rural and urban Alaska. Five voting members who are professional language experts from diverse regions of the state. Two ex-officio legislative members (House and Senate). Of the ex-officio members, must be bush caucus members if a bush caucus exists.

6 Moving Forward.. Expansion of the CDO tool
The DCRA Data Portal is a powerful warehouse of interactive community data, and allows for seamless integration with many other state and federal geographic data resources. It provides rapid reporting and data visualization tools that can greatly enhance the way we work with and compile community data.
