4. Level 2- Differentiated Assistance
LEAs are eligible for technical assistance if the LEA “fails to improve pupil achievement across more than one state priority for one or more pupil subgroups.”
In the initial year that an LEA becomes eligible for technical assistance, technical assistance will involve identification in writing of the LEAs strengths and weaknesses.

5. Level 2- Differentiated Assistance
EC Section 52071(a)
If a County Superintendent does not approve an LCAP, or a local governing
board requests technical assistance, then the County Superintendent shall
provide any of the following:
Identification of strengths and weaknesses in writing
Including a review of effective practices or programs that relate to the LEA’s goals
Assignment of expert or team to assist LEA
Including requesting that another LEA within the county partner to support the LEA’s improvement
Request that the Superintendent of Public Instruction (SPI) assign the CCEE to provide advice and assistance to the LEA
Technical Assistance is never about just sending a letter with a district’s strengths and weaknesses. It is about providing support and assistance.
