3 Under President Washington, (two cabinet members) Alexander Hamilton and Thomas Jefferson disagreed over how to interpret the U.S. Constitution. Alexander Hamilton Thomas Jefferson

4 Hamilton believed the Constitution could be loosely interpreted.

5 Jefferson believed the Constitution should be strictly interpreted.

6 In the 1790s, Hamilton devised a financial plan to pay off the debts of the U.S. and this plan included the creation of a national bank. First Bank of the U.S.; Philadelphia, PA Revolutionary War

7 Jefferson opposed Hamilton’s plan to create a national bank because the plan would depend on a loose interpretation of the Constitution.

8 As a result of this disagreement, the first political parties (the Federalist Party and the Democratic-Republican Party) formed in the U.S. Democratic- Republican Party, led by Thomas Jefferson and James Madison Federalist Party, led by Alexander Hamilton and John Adams VS.
