SA Connect Broadband Phase 1 and Phase 2 Implementation
To facilitate and stimulate the expansion of broadband infrastructure, the Department has developed business cases that will aggregate government’s demand for broadband. The implementation will be achieved through a two phased approach implementation. SA Connect Phase 1 Implementation Roadmap
Nov 2017 BBI concluded two tender processes for its core and access network connectivity. Last mile service providers were appointed Aug 2017 Tripartite Master Services Agreement (MSA) contract was signed between DTPS, BBI and SITA for Phase 1. Project implementation commenced Dec 2017 National Treasury informed the Department of budget cuts on SA Connect over the MTEF. Project scope was reduced. Mar 2018 DTPS issued government orders to BBI and SITA to connect 570 SA Connect facilities Oct 2018 Implementation of connectivity to 570 facilities by BBI and SITA underway 8

SA Connect Phase 1 - Implementation Model

A panel of ANPs inclusive of Big Business and SMMEs were identified in 2017, ANPs install Customer Premise Equipment (CPE) at the government facilities Require capacity upgrades and core network extension Existing core network sufficient for the 313 and 602 facilities Core network extension (19 new fibre routes (999km), 14 new PoP sites) Traffic will terminate at the SITA IP/MPLS Network on the SITA NGN Cloud. SITA NGN Core network will be upgraded as necessary to accommodate the growing broadband traffic as more facilities are connected. 12

Macro Environmental Dynamics
SA Connect programme is directly affected by the macro environment as captured below. Technological SA Connect provides the necessary foundation 4th Industrial revolution which is upon us Environmental Compliance with environmental legislation is essential to support sustainability. Legal Strong and clear legal framework for effective project delivery through service level agreements (SLAs) Political Facilities are in communities with services delivery issues and conflict of interest Economic Fiscal constraints has resulted in reduced budget which led reduced scope. Social There is a risk of theft and vandalism Local communities are the key stakeholders of SA Connect and they are engaged through established structures. Trust is built with the communities by being credible, reliable, caring and genuine about their concerns. Project Team has had first hand experience of community unrest due to various political reasons not related to SA Connect project, including in Dr K Kaunda, Thabo Mofutsanyane and Pixley ka Seme Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

SA Connect Roll-over Plan
Treasury has approved the Department’s roll-over request for R 110m in 2018/19 The Department issued additional Government Order to Broadband Infraco and SITA to extend broadband infrastructure and services to additional 602 facilities during this financial year. SA Connect Phase 2 - Progress Status
In October 2017 the Department submitted an application for Phase 2 funding to National Treasury. In April 2018 National Treasury responded to the application for funding with a recommendation that the Department should conduct a comprehensive feasibility for funding for Phase 2 and resubmit the application. Department signed MoU with DBSA to conduct a feasibility study to determine cost-effective and efficient roll-out of broadband for Phase 2. The outcome of the feasibility study will be a bankable business case for Phase 2 to be used for funding application. Provincial led Broadband Initiatives
SITA currently connects approximately 7000 government entities. These include the Western Cape Broadband with1897 facilities activated. These faciities include Schools, Clinics, Libraries and other government facilities; with some entities extending WiFi connectivity into the surrounding communities. Gauteng Provincial Government has connect 1066 facilities SITA is working with the Gauteng Provincial Government to connect 2000 sites within Gauteng Province. USAASA Connectivity Projects
USAASA provided connectivity to the under-serviced areas in Eastern Cape and KZN during the financial year of 2016/17 and 2017/18. To date a total of 349 facilities have been connected.
