1. Carrying out a HSE competence assessment in SAPphire: Guidance for Supervisors
This guidance has been prepared to assist the supervisors of staff holding HSE Critical Positions to use SAPpHiRe to review and assess the HSE competencies of those staff.
It should be used in conjunction with the following further guidance, which provides more detail on the assessment process:

IF YOU INTEND TO USE AN ASSESSOR TO ASSIST YOU WITH THE REVIEWAND ASSESSMENT, YOU WILL NEED TO ADVISE THE POSITION HOLDER BEFORE THEY SEND YOU THEIR SELF ASSESSMENT AND ENSURE THAT THE NAME OF THE ASSESSOR TO BE USED HAS BEEN INCLUDED IN THE SELF ASSESSMENT.

When one of your staff, holding a HSE Critical Position, has completed a self assessment, they will send it to you for review, comment and/or approval.
You will receive an advising you that the assessment is ready for your review (see sample below)

From the MSS (Line Manager) main page, click “Team” and then “Edit Competence Assessments for Subordinates 2 3

All the assessments that needs to be reviewed as Supervisor is displayed. Click the link to open the assessment

The assessment document opens for Edit
Notice the column for the Assessor / Supervisor to inputs his / her remarks
Scroll down. The HSE competencies should be towards the end
To view all the competencies and competence levels required for this position, print off a hard copy (see next slide)

IT IS STRONGLY RECOMMENDED THAT YOU PRINT OFF A COPY OF THE SELF ASSESSMENT AND THEN ARRANGE TO MEET WITH THE POSITION HOLDER AND DISCUSS THE SELF ASSESSMENT BEFORE ENTERING ANY INPUT INTO SAPpHiRe (REFER TO THE GUIDANCE SLIDE-PACK ON CARRYING OUT AN ASSESSMENT MENTIONED IN SLIDE 1)

To view any documents attached by the candidate as part of their evidence, open them by clicking this button. The number in brackets indicate that there is an attached document

If you do not feel competent to carry out the review and assessment yourself, you can send the assessment to an authorised assessor for review. (this is done by saving and exiting the document. You may also wish to advise the assessor with an external mail)
Note: HOWEVER, you must have decided to do this in advance and ask your staff member to include the name of the assessor before they send the self assessment to you for review.

The HSE competencies can be identified as those with:
Title in upper case
The description start with “HSE CRITICAL”
To view the ‘Proof Points” you can copy and paste the link to your browser like shown
The supervisor can change the proficiencies input by the candidate based on his judgment / remarks from the assessor

You can save an assessment by clicking the “Save” button and also exit the assessment by clicking the “Exit” button
Save and Exit will allow you to come back to this assessment to complete the review at a latter time.

If you have sent an assessment to an authorised assessor for review and comment, they will send it back to you for final review and/or approval and completion.
You will receive an advising you that the results of the assessor’s review and his/her comments are ready for your review.
You may then log on to the portal and follow the path to open and review the assessment

Once you have completed your assessment and have made any necessary changes to the assessed levels of competence and included relevant comments, click the ‘Complete” button to close the assessment
