1 Dore Neighbourhood Forum
Developing a Dore Neighbourhood Development Plan

2 The purpose of tonight’s meeting is to:
Approve the Draft Neighbourhood Plan Authorise the Steering Group to continue with the process of submission and to agree any further changes to the plan

3 Our Challenges This is a development planning document and it is required to operate within nationally laid down planning rules. We must be realistic about what it can achieve

4 Our Challenges We are obliged to uphold the principle of sustainable development, balancing economic, social and environmental objectives We cannot pursue environmental objectives to the exclusion of all others We have to make some contribution to Sheffield’s new housing needs

5 Our Challenges We have to conform to the NPPF
We have to generally conform with the strategic planning policies of our two local Planning Authorities Within those constraints we try to be creative – reflecting your wishes – by exploiting gaps in higher policies and adding specificity

6 Our Challenges Sheffield is slowly preparing a new (emergent) Local Plan Meanwhile we have chosen to conform with Sheffield’s existing Local Plan What do we know of Sheffield’s much delayed emergent Local Plan and accompanying Green Belt review?

7 Our Challenges The threat to our Green Belt
Our powerlessness to directly confront that threat with a ‘no houses in the Green Belt’ policy Our creative alternative approach which seeks to protect the setting of the National Park and enhance the green infrastructure which lies in the Green Belt

8 Our Challenges To avoid appearing smug and pampered
To demonstrate what is good for Dore and its landscapes is also good for Sheffield as a whole The outcome is the 16 policies in our draft Plan which steer a careful course between meeting Dore’s aspirations and remaining legitimate within the planning hierarchy

9 For Approval Tonight Your draft Neighbourhood Plan, (concentrating on its policies rather than its aspirational proposals) and the Policies Map which shows across the Neighbourhood Area where our policies apply And, remember, it is ‘your Plan’ because you are the Neighbourhood Forum, but ultimately it will be offered at referendum to Dore as whole to be Dore’s Plan

10 Preparing the Plan From Village Design Statement to full Neighbourhood Plan A complex inclusive drafting process which involved wide community engagement To produce a Plan which has community support

11 The Layout of the Plan Each Dore policy is preceded by the relevant national NPPF policies and the relevant SCC/PDNPA Local Plan strategic policies Then we set out the evidence and arguments justifying the choice of each Dore policy There is a concluding Aspirations chapter for information rather than formal approval

We will respond on the night We will minute them We will consider them after the Forum in detail to ensure that valid points are embodied in any revisions

14 Peak District Eastern Moorland Fringe DN POLICY 1: Open access Land
Under the Countryside and Rights of Way Act 2000 the public can walk freely on mapped areas of open access land The policy protects public access to open access land in a similar manner to the protection of access on designated rights of way in the Peak District Local Plan

15 Sheffield Green Belt DN POLICY 2: The Landscape Sensitivity of the Setting of the Peak District National Park The landscape of the area between the Peak District National Park and Dore Village is particularly sensitive because of its close relationship to the National Park The policy protects the area of countryside which is the setting of the National Park from unsuitable development

16 DN POLICY 3: Green Infrastructure Policy
Green Belt continued DN POLICY 3: Green Infrastructure Policy Government policy guidance advises that we should plan positively to enhance the beneficial use of the Green Belt The Sheffield Local Plan also proposes that the Strategic Green Network be enhanced The Green Network includes a number of Green Corridors and Green Links that cover most of the Green Belt in Dore The policy supports the value of access to green infrastructure to our physical and mental health and spiritual wellbeing.

Green Belt continued DN POLICY 4: Long Line Substantially Developed Road Frontage Sheffield’s Local Plan permits the infill of the ‘substantially developed road frontage’ of Long Line by single dwellings The proposed policy defines the precise extent of the ‘substantially developed road frontage’ and protects the green gaps on the western side of Long Line from housing development The policy also safeguards the local landscape and views to and from the Peak District National Park

18 DN POLICY 5: New Infill Housing Development in the Housing Area
Most of the built-up area of Dore Village comprises the Housing Area and there are limited opportunities for additional homes if the distinctive character of the Housing Area is to be safeguarded However the policy does provide for limited additional development without greatly increasing the current housing density Government guidance advises windfall development should not include residential gardens and should consider the case for policies to resist inappropriate development in residential gardens

19 DN POLICY 5: New Infill Housing Development in the Housing Area
The policy protects the character of the Village Housing Area, by prohibiting development in the Village’s mature gardens by inappropriate development The policy permits infill housing development on the footprint of existing dwellings or frontage including the redevelopment or development of smaller dwellings for downsizing

DN POLICY 6:The Provision of Smaller Dwellings Suitable for Downsizing Bearing in mind the proportion elderly in Dore’s population the Forum wishes to help towards the downsizing process in Dore The policy supports the development of smaller dwellings with no more than two bedrooms particularly within walking distance of the Village Centre or regular bus routes. Consideration will be given to introducing measures likely to retain such dwellings in the interest of downsizing needs

Open Spaces DN POLICY 7: Local Green Spaces The policy follows Government advice that neighbourhood plans should be able to identify for special protection, green areas of particular importance to the local community Such areas should only be designated: where green space is in reasonably close proximity to the community it serves Where the green area is demonstrable special to the local community and holds a particular local significance Where the green area concerned is local in character and not an extensive tract of land

22 Dore Village Centre DN POLICY 8: Retail use in Dore Village Centre
There has been a gradual loss of retail use in the Village Centre This policy seeks to support the development and retention of retail use in the Village Centre DN POLICY 9: Community uses in Dore Village Centre The Village Centre contains a number of valued community facilities that add to the Village Centre being the heart of the community The policy seeks to retain those community facilities

DN POLICY 10: Village Centre Environmental Improvements The Village Centre should be enhanced as meeting place The character of the Village Centre should be enhanced because it is part of Dore Conservation Area The environmental improvements of the Village Centre could be based on the suggestions of the University of Sheffield’s DWELL project, to improve the area for pedestrians, children and the elderly This policy will require a comprehensive scheme drawn up which is provided for in the Aspirations section of the Plan

DN POLICY 11: Sites of Archaeological Heritage Significance This policy protects three sites, Copperas House, Whirlow Wheel and Ryecroft Mills as part of the local industrial heritage of Dore DN POLICY 12: Demolition in Dore Conservation Area An appraisal of the Conservation Area has identified architectural features that are important the character of the conservation area. This policy seeks to protect these important features

DN POLICY 13 : Protection of Heritage Assets of Archaeological Significance in Dore Conservation Area An Council Appraisal has identified the whole conservation area as having archaeological potential above and below ground The policy seeks to protect this potential by careful control of planning applications

DN POLICY 14: Non Designated Heritage Assets including the Local list of Buildings of Architectural or Historic Interest There are archaeological sites and buildings not on the statutory schedule of list of buildings of special architectural or historical interest in Dore This policy makes provision for protecting such sites and buildings on a local list, to be developed, involving consultation with owners, Historic England and South Yorkshire Archaeological Service A Local List would need to be developed, which has been allowed for in the Aspirations section of the Plan.

27 Sustainable Transport
DN POLICY 15: Dore and Totley Park-and-Ride Facilities The City Council has identified the need to expand park-and-ride provision at Dore and Totley Station This policy seeks to safeguard the park-and-ride provision and ensure that its development is not pursued at the price of excessive car movements or other detrimental impacts on the local area DN POLICY 16: Transport and Parking The Forum is concerned that development proposals should include road safety by design, avoid on-street car parking and an assessment of new journeys that could be made through sustainable transport provision-walking, cycling and public transport

Submission to Planning Authorities who carry out a further consultation Professional Examination Decision on what to put to a Referendum The Referendum of Dore electors Inclusion of our Plan into Local Development Plans

29 The Vote Do you agree that the draft Plan (subject to any changes tonight) should go forward to the next stages? Do you authorise the Steering Group to take the Plan through its next stages and to negotiate any further reasonable changes arising out of consultation?
