Policy chapter will include measures of trust in government and government institutions; chapter 2 will include almost all suggested PERF indicators related to revenues/expenditures and fiscal sustainability (including debt/deficits); inequality broached in chapter 7; equity in access to education and health; key education/health outcomes

Chapter 5 on regulatory governance (frameworks and oversight; compliance and enforcement; evaluating regulatory performance); Strategic human resources management

Chapter 4 includes indicators on access to information (open government); conflict of interests; transparency in procurement; ministerial advisors; size of procurement market discussed in chapter 2; ease of access to regulations
