3 Performance indicators for G@G 2011
Whole of government indicators fiscal stability/sustainability fairness: both procedural and distributional trust in government Policy sector level indicators - road to efficiency measurement health sector outputs and outcomes education sector outputs and outcomes Process indicators: goal to measure implementation, enforcement, impact HRM, open government, integrity, etc. Both performance of governance and key policy sectors

Public employment, compensation and HRM practices Transparency in governance Regulatory Governance New ways in delivering public services Policy outputs and outcomes in selected sectors ( education, health, tax admin.) New in public finance data Final consumption of goods and services by government and households Final consumption expenditures by level of government Government investment Government expenditures on research and development Size of financial assets Government deficits, debts, fiscal sustainability Compensation survey – key public adminsitration occupations in 7 ministries; Groupings: top management. middle management, professional, secretarial, technical , key service delivery occupations as well ( judges, tax inspectors, customs officers ) Transparency in governance : budgeting procurement conflict of interest open gov : access to info News ways in service delivery: co-production egov eprocurement

5 Plans for 2013 Inclusion of data for the rule of law/ justice sector: inputs, outputs and outcomes Measures for the quality of service delivery Better quality data on public sector employment and its structure Development of modules of questions for inclusion into national employee and citizen surveys

collects data on indicators Standardization of measurement and indicators for international comparison Coverage is OECD member countries + Russia and observers (Ukraine) + enhanced engagement countries Complementarity between two projects EUPAN project can help selection of future indicators

Indicators addressed in EUPAN Building Blocks Interface with GaaG 2011 Interface with GaaG 2013 (excluding updated GaaG 2011 indicators) Whole of government performance Policy chapter will include measures of trust in government and government institutions; chapter 2 will include almost all suggested PERF indicators related to revenues/expenditures and fiscal sustainability (including debt/deficits); inequality broached in chapter 7; equity in access to education and health; key education/health outcomes Rule of law; infrastructure quality; political participation Policy Capacity Chapter 5 on regulatory governance (frameworks and oversight; compliance and enforcement; evaluating regulatory performance); Strategic human resources management Transparency Chapter 4 includes indicators on access to information (open government); conflict of interests; transparency in procurement; ministerial advisors; size of procurement market discussed in chapter 2; ease of access to regulations Sanction practices; incidences of corruption; whistle-blowing; size of procurement (more accurate measures); ministerial advisors (numbers)

Budgeting New this year is role of parliaments in budgeting. Performance-oriented budgeting; budget disclosures; medium-term budget perspective; executive budget flexibility to be updated. Service Delivery Citizens’ involvement in service delivery; education and health outputs Service quality (responsiveness, satisfaction Organising/modernising E-government; e-procurement Government expenditures on ICTs
