GPC One-Pager Registration, Role Request, and Appointment for OA/OPCs and A/OPCs OA/OPCs and A/OPCs PIEE/JAM Formal appointment of GPC program officials is necessary to ensure program participants understand and can be held accountable for executing their assigned roles and responsibilities. Oversight Agency/Organization Program Coordinators (OA/OPCs) and A/OPCs must register for a Procurement Integrated Enterprise Environment (PIEE) account and request the role(s) necessary to perform their duties before they can create their Joint Appointment Module (JAM) appointment(s). You may have as many roles and associated appointments as necessary to perform your duties. What do I have to know? OA/OPCs are “management level,” while A/OPCs are “working level.” OA/OPCs have a Role Location Group. A/OPCs have a Role Location DoDAAC. Having a Role Location Group allows you to perform your duties for all the DoDAACs in both your group and the groups below. Having a Role Location DoDAAC allows you to perform your duties for the given DoDAAC only. OA/OPCs and A/OPCs initiate their own appointments and identify their Delegating and Appointing Signatory (DAS). Other Considerations When setting up your role, consider whether you need to manage one DoDAAC or a group of DoDAACs. When selecting the Special Designations in the appointment, you are selecting which designations you have the authority to delegate. GPC One-Pager Registration, Role Request, and Appointment for OA/OPCs and A/OPCs How do I know if this is the right role for me? Oversight A/OPCs are responsible for managing/overseeing A/OPCs. In SmartPay® 2 (SP2), these were the individuals at: TBR Level 3 for Army, Air Force, and Defense Agencies. HL3 and HL4 for Navy. A/OPCs are responsible for day-to-day management and oversight of Cardholder and Managing Accounts. In SP2, these were the individuals at TBR Level 5. What training do I need? DoD cyber-security training is required for PIEE registration. For the JAM appointment process, if your training is not automatically populated, you will need to upload certificates for the mandatory courses. OA/OPCs and A/OPCs are required to complete CLG001. What are the two methods I can use to identify the person who will sign my letter (i.e., the Delegation Appointing Signatory (DAS))? PIEE provides a list of the valid DAS names from which the appointment initiator can select. It includes people in your organization with the PIEE GPC Delegating/Approving Authority (DAA) role. You can enter the address for an external DAS (i.e., not a PIEE user), and JAM will send a tokenized that will allow them to electronically review and sign your letter. Frequently Asked Questions OA/OPCs and A/OPCs PIEE/JAM What if I need multiple roles? If you need multiple roles, you can do one of two things: When initially requesting your roles, you can add all the roles and identify the Role Location DoDAAC/Group for each role. If you need to add a role at a later date, you can log in to your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. Add the additional roles and the associated Role Location DoDAAC/Group for each. What do I need to know about DoDAACs? The Home Organization DoDAAC is the DoDAAC of the organization where you sit. The Role Location DoDAAC is the DoDAAC of the organization for which you perform your duties. The Authority Location DoDAAC is the DoDAAC of the organization that grants you GPC authority (i.e., signs your appointment letter). This will populate for your appointment automatically. Whether you sit at a DoDAAC with a procurement flag or not, you should enter the correct Home Organization DoDAAC. GPC One-Pager Registration, Role Request, and Appointment for OA/OPCs and A/OPCs OA/OPCs and A/OPCs PIEE/JAM In order to have an appointment in JAM, you must have an account with PIEE first. Step 2: Create your Appointment Step 1: Register with PIEE After your supervisor has approved your registration request, you will receive a “JAM Appointment Required” . Use the tokenized link in the to initiate your appointment, then: Identify your DAS and whether you should have delegation authority, and enter any training data not already available. Review the Appointment Certification Letter. Concur, submit, sign. After your supervisor and DAS have approved your appointment, you will receive a “PC Activation” confirming your appointment. You are now ready to use PIEE/JAM. If you are a current PCOLS user, you were automatically migrated into PIEE and do not need to register again. You will have received an on 7 Sept 2018 from with the subject “ACTION REQUIRED.” The detailed the needed actions to complete this task. If you are not a PCOLS user but already a PIEE user, you will already have a PIEE registration. If you are brand-new to PCOLS and PIEE, you must register now to create your account. Using Internet Explorer, go to sign the Consent Statement, and select the “Register” button to start the process. Register with your CAC as a Government – DoD user, following the system prompts. See previous slide for FAQs relating to DoDAACs. Select “PC – Purchase Card” from the Application list, and select your OA/OPC or A/OPC role from the Roles list. Click “Add Roles.” Enter your Role Location DoDAAC/Group. Enter your justification and follow the system prompts to complete your appointment information. When you have completed the registration, your Supervisor will receive a system-generated to approve your request.
