1 IMPACT OF CLIMATE CHANGE TO WATER PRESENTATION TO RANDWATER 22 AUGUST 2018

2 Content Background on the SA water resource
What is the current state of our water supply? Water provision in the CoJ Climate change resilience Alternative Water sources Requirement on the boreholes Drought Policy

3 Background on the SA water resource
State of SA water resources South Africa is a water scarce country and ranks as one of the 30 driest countries in the world. The average rainfall of SA is about 40% less than the annual world average rainfall which is less than 500 mm, while that of the world is about 850 mm. The International average water usage per day is 173 litres, while South Africans use 61.8% more water than the world average.,

4 What is the current state of our water supply?
Limited water supply from VRS  What attributed to the limited supply of water Reduction of dam levels due to climate change – increase in temperature and limited rainfall Quantity affected by illegal abstraction (farmers) and other users from the (VRS) Quality of water threatened by pollution and the destruction of river catchments Population growth as well as economic growth increase water demand Further, water losses attributed by ageing infrastructure

5 Water provision in the CoJ
The CoJ is the largest (40%) consumer of the VRS Approximately 1,544 Ml/day is distributed by the CoJ The CoJ supplies 1.4 million domestic, commercial and industrial customers and serves an estimated consumer base of 4.5 million people

6 Climate change resilience
The City acknowledges the importance of preserving water Hence the City needed to put measures in place to prevent a situation where the demand outstrips supply Based on this alternative water sources were explored

7 Alternative Water Sources
All has being taken into consideration in the review of the current Water Services By law: Boreholes/use of groundwater Rainwater harvesting guideline was developed Greywater use City is part of the SABS working group to develop the standard Effluent reuse Tariffs on effluent reuse for Klip and Jukskei was incorporated in the City’ tariff report for approval by Maycom Both the tariffs are drawn from the VRS and Limpopo water management (Crocodile West and Marico) raw charges No person may use or permit the use of water obtained from a source other than the water supply system, other than those which are not connected to the water installation Installing the reduced pressure zone back flow preventer is mandatory where there is a connection between alternative water and municipal water supply

8 Alternative Water Sources
Conditions No person may use or permit the use of water obtained from a source other than the water supply system, other than those which are not connected to the water installation Installing the reduced pressure zone back flow preventer is mandatory where there is a connection between alternative water and municipal water supply

9 Alternative Water Sources cont…..
Boreholes/use of groundwater The City is currently undertaking this project where boreholes are drilled across the CoJ swimming pools and parks The objective of the project is to augment the municipal water supply to reduce the water demand To date 17 Boreholes were drilled This FY 11 boreholes will be drilled At the end of 2020/21 42 boreholes would have been drilled The project aims to have strategic monitoring boreholes across the City to monitor the quality and quantity

10 Requirements on the Boreholes
No one may sink or dig, a borehole, unless the City is provided with at least written notice of his or her intention do so. All boreholes that has been sunk before the promulgation of the current Water Services By-Law (being reviewed) should be registered with the City within a year. Drilling of boreholes in dolomitic areas shall not be allowed as they are susceptible to sinkhole formation The City may require at any given time from the owner the water quality and yields of the borehole

11 Drought Policy Currently working on the Policy
Still at initiation stage stage and anticipate to have a draft by November/December Aims to have mix water supply (AMD, Groundwater source) To have a drought tariff
