3 Consolidated Plan Goals
U.S. Department of Housing & Urban Development (HUD) and New Castle County (NCC) Consolidated Plan Goals To Provide Decent Housing To Provide a Suitable Living Environment To Expand Economic Opportunities HUD provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities.

Expand the Supply of Housing for Affordable Homeownership Rehabilitate Homes for LMI Homeowners and Seniors Increase Homeownership Opportunities for LMI Families Expand the Availability of Rental Stock for LMI Households Support Housing for Persons with Disabilities Assist Homeless Populations Assist Those at Risk of Becoming Homeless Strengthen Communities by Providing Public and Social Services Support Programs that Provide Economic Opportunities and Empower LMI Persons to Achieve Self Sufficiency

5 Community Development Block Grant Program (CDBG)
The CDBG Program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law , as amended;

6 Meeting National Objectives THREE NATIONAL OBJECTIVES
July 1, 2019 – June 30, 2020 Each CDBG activity must meet one of the THREE NATIONAL OBJECTIVES Benefit low and moderate income persons (at least 70% of grant amount) Prevent or eliminate slum or blight (not more than 30% of grant amount) Meet urgent needs when health and welfare are threatened

7 Funding Sources July 1, 2019 – June 30, 2020
CDBG funds are available for a variety of Housing, Public Facility, Public Service, and Economic Development Activities A limit of 15% may be used toward Public Services Projects, i.e. direct client assistance and staff salaries, supplies, non-housing and non-construction activities

Funding Sources July 1, 2019 – June 30, 2020 Emergency Solutions Grant (ESG) Reserved for Operating Costs or Essential Services - Rapid Re-Housing Programs - Data Collection Home Investment Partnerships Program (HOME) - Housing Activities Only - Unlike CDBG, HOME may be used for new housing construction % of HOME Funds are Set Aside for HUD-approved NCC Community Housing Development Organizations (CHDOs) If unsure of which funding source is applicable to your project, please call New Castle County prior to completing an application

18 HUD INCOME GUIDELINES IN EFFECT DURING THE PROGRAM YEAR
July 1, 2018 – June 30, 2019 In general, County Housing and Community Development programs serve households earning less than 80% of Area Median Income (AMI). Currently, the local median income for a family of four is $87,400. Income guidelines are set by HUD and typically change in April of each year. The Guidelines currently in use are below.  Clients served must qualify under HUD Income Guidelines and must reside in NCC outside the Wilmington and Newark city limits HUD INCOME GUIDELINES IN EFFECT DURING THE PROGRAM YEAR Family Size <30% of Median Extremely-Low Income <50% of Median Low-Income <80% of Median- Moderate-Income 1 $18,350 $30,600 $48,950 2 $21,000 $35,000 $55,950 4 $26,200 $43,700 $69,900

19 CDBG Proposal Committee Evaluation Criteria
Directly Benefits Lower Income Persons or Households (whose income is at or below 80% AMI) Addresses one or more of the New Castle County Five Year Plan Goals and Priorities Addresses the needs of one or more of the Targeted Populations Is a new Public Services activity or an existing activity with a quantifiable increase Activity will impact an identified priority area Adequately shows project leverage and partnership with other agencies Project/program is solvent with positive service history and adequate capacity Project is able to sustain services without future funding Project completion will be within a one-year timeframe Satisfactory Past Performance – expenditures and compliance Project impact is measurable and significant

20 NCC Emergency Solutions Grant Program Allocations & Target Populations
Rapid Re-Housing – housing relocation and stabilization services; and/or rental assistance** Data Collection (Community Management Information System) Shelter Operations or Essential Services (no more than $60,000 total will be available to award) Target Homeless Populations: Families, Veterans, Recently Released Persons Incarcerated (90 days or less) and Disabled Individuals **Important Message regarding Rapid Re-Housing Funds** NCC’s Rapid Re-Housing ESG Allocation is solely designated to Family Promise of Northern New Castle County, Inc.

HOME PROGRAM History of the HOME Investment Partnerships Program The HOME Program was created by the National Affordable Housing Act of 1990 (NAHA), and has been amended several times by subsequent legislation. HOME Statue: Title II of the Cranston-Gonzalez National Affordable Housing Act

Objectives: The intent of the HOME Program is to: Provide decent affordable housing to lower-income households, Expand the capacity of nonprofit housing providers, Strengthen the ability of state and local governments to provide housing, and Leverage private-sector participation.

Contingent on obtaining financing, completing environmental review etc. Preliminary Awards are not commitments!!

26 HOME PROGRAM Environmental Review
Project (s) – that involves the disturbing of ground or substantial rehab requires an Environmental Review by an outside Environmental expert BEFORE any HOME funds are disbursed. NCC contracts an Environmental Expert who is licensed to perform HUD required Environmental Reviews. This Environmental Expert will determine if the proposed HOME project goes forward.

The Environmental Consultant will determine: If the project is “Exempt” or Requires a Public Notice The Environmental Review Process must be completed before the project can officially start!!!

Organizational chart of the Agency Board and staff - Must include a clearly identified current or former homeless person in order to comply with 24 CFR ( c ) 5. 1 copy of each: R recent independent or single audit, yearly financial statements and internal accounting procedures. Single audit required if agency has expended $750,000 or more in federal funds in their first fiscal year after December 26, Prior to that, the threshold was $500,000 annually.
