GPC One-Pager Registration, Role Request, and Appointment for CPMs CPMs PIEE/JAM Under SmartPay® 3 (SP3), the Component Program Manager (CPM) is the Government Purchase Card (GPC) Program lead—or the Level 2—for each Service and Defense Agency. The OUSD(A&S)/DPC (formerly OUSD(AT&L)/DPAP) personnel, who occupied the Level 2 position for the 4th Estate during SP2, will now fulfill only the Agency Program Management Office roles. Individuals who formerly occupied the Level 3 position in the 4th Estate must now be appointed as the CPM. What do I have to know? You may have as many roles and associated appointments as necessary to perform your duties. The CPM role does not let you appoint other roles, like the OA/OPC and A/OPC roles do, but the appointment is required to serve in the role. The CPM has the ability to view all appointments in their hierarchy. Other Considerations CPMs initiate their own appointments and must identify their Delegating and Appointing Authority (DAA). The DAA does not have to be in the CPM’s hierarchy. This allows for the Servicing and Requesting agency model to function. CPMs are the individuals responsible for: Serving as the functional representative for their Component’s GPC program. Overseeing program hierarchies. Ensuring (O)A/OPCS perform their functions/roles, and assisting as needed. Interfacing with the GPC Agency Program Office on performance issues relating to the bank and internal DoD applications supporting the GPC program. Ensuring Component policies require appointment of program officials in accordance with the DoD Government Charge Card Guidebook and appointments are kept current. What training do I need? DoD cyber-security training is required for PIEE registration. For the JAM appointment process, if your training is not automatically populated, you will need to upload certificates for the mandatory courses. CPMs are required to complete CLG001. How do I identify the Delegation Appointing Signatory (DAS)? PIEE provides a list of the valid DAS names from which the prospective CPM can select. If the DAA is not a PIEE user, the prospective CPM can enter the address of their DAS during the appointment workflow; then the DAS electronically signs the appointment by clicking on a link in a tokenized . CPMs PIEE/JAM Frequently Asked Questions What if I need multiple roles? If you need multiple roles, you can do one of two things: When initially requesting your roles, you can add all the roles and identify the Role Location DoDAAC/Group for each role. CPMs at smaller agencies with a flat hierarchies may also need to have OA/OPC and/or A/OPC delegations/appointments and roles. If you need to add a role at a later date, you can log in to your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. Add the additional roles and the associated Role Location DoDAAC/Group for each. What do I need to know about DoDAACs? The Home Organization DoDAAC is the DoDAAC of the organization where you sit. The Role Location Group is the Location Code of the organization for which you perform your duties. For CPMs this will be the Level 2 organization. The Authority Location DoDAAC is the DoDAAC of the organization that grants you GPC authority (i.e., signs your appointment letter). This will populate for your appointment automatically. Whether you sit at a DoDAAC with a procurement flag or not, you should enter the correct Home Organization DoDAAC. GPC One-Pager Registration, Role Request, and Appointment for CPMs CPMs PIEE/JAM In order to have an appointment in JAM, you must have an account with PIEE first. Step 2: Create your Appointment Step 1: Register with PIEE After your supervisor has approved your registration request, you will receive a “JAM Appointment Required” . Use the tokenized link in the to initiate your appointment, then: Identify your DAS and enter any training data not already available. Review the Appointment Certification Letter. Concur, submit, sign. After the DAS has approved your appointment, you will receive a “PC Activation” confirming your appointment. You are now ready to use PIEE/JAM. If you are a current PCOLS user, you were automatically migrated into PIEE and do not need to register again. You will have received an on 7 Sept 2018 from with the subject “ACTION REQUIRED.” The detailed the needed actions to complete this task. If you are not a PCOLS user but already a PIEE user, you will already have a PIEE registration. If you are brand-new to PCOLS and PIEE, you must register now to create your account. Using Internet Explorer, go to sign the Consent Statement, and select the “Register” button to start the process. Register with your CAC as a Government – DoD user, following the system prompts. See previous slide for FAQs relating to DoDAACs. Select “PC – Purchase Card” from the Application list, and select your CPM role from the Roles list. Click “Add Roles.” Enter your Role Location Group. Enter your justification and follow the system prompts to complete your appointment information. When you have completed the registration, your Supervisor will receive a system-generated to approve your request.
