Request proposals for the project = R.F.P.
Includes your specification and invites input.
Plan. Receive the proposals. Compare to your requirements. Use a selection method.
Notify successful person/company. Draw up a contract or and a Charter (confirmation).

Weight them by % of importance
Rank or set the range (upper and lower limits) of the for each of the criteria
Compare the proposals to your criteria and range and calculate a score
