3 TSDL Purpose TSDL links student data to educators for the purposes of:
Improving instruction; Informing and increasing educator effectiveness; and Supporting the continuous improvement of teaching and learning. 3

4 Teacher/Student Data Link as a Foundation for Improving Educator Effectiveness
The aim is for the system to provide dynamic data that enables users to learn from the past and understand the present so that they can take appropriate actions to impact the future. Once the data link is established, statewide districts will be able to answer such questions as: How are the students in X’s class performing How are the students of novice teachers in the school performing? How does this compare to the students of experienced teachers? What educator preparation programs are producing the most effective educators based on student performance? 4

7 Educator of Record Definition
TSDL - Components Educator of Record Definition Individuals who have been assigned primary responsibility for a student's learning in a subject/course with aligned performance measures Created the term “Contributing Professional,” denoting educators who provide additional support services aimed at increasing a student’s learning Educator ID Creates a unique teacher and principal identifier system which allows examination of issues related to teaching and school leadership Allows for improved teacher quality through preparation and providing effective training and support An identifier is not a mechanism to punish or blame individuals Roster Verification Allows teachers to verify which students they are responsible for - providing an accurate link between student outcomes and teacher influence Ensures accurate instructional attribution, resulting in better effectiveness measures across the board Standard Course Codes A statewide common course catalog with a set of approved courses for schools based on course content Teaching assignments are linked to the course catalog

8 Implications 2012-2013 Data was only used for the pilots.
Data will be collected in pipeline and will provide data for districts to begin to work with their local data and the TSDL extract. Data collected can be used to begin trend analysis for district use at the school level. Data collected will be used to begin trend analysis for district use at the teacher level along with analysis for aggregated reporting on the implementation of requirements for Local Evaluation Systems. 9

9 What has happened with TSDL
TSDL Pilot Phase I (4/8/13-4/19/13) - Testing business rules of development within pipeline Phase II (5/13/13- August)- Continue testing business rules with all districts. Interchange Finalized (8/13/13) - Interchanged moved to production. Interchange Open(9/1/13-present)-LEAs can begin uploading data. Roster Verification Pilot Phase I (2/4/13-3/1/13) - Extract data and introduce software to pilot districts. Phase II (3/15/13-5/24/13) – Work with pilot teachers and administrators to verify rosters and begin to discuss local business rules 10

10 Lessons Learned Course instructor data is stored in separate “HR” database. Two Audiences- Data and Administration Significant amount of time will be spent locally developing business rules around SIS operation along with roster verification processes. 11

11 On The Horizon Districts are submitting data to the interchange.
Working to capture as many links as possible Areas to optimize: 5th Grade assignment vs 5th Grade Reading/Writing/Math... Interventionists (SPED, GT are not always in SIS systems) Contributing professionals- Tiers as sub fields Contracted outside resources Course Completion must be reported 12

16 Expectations Included To Be Determined (14-15)
All students enrolled in the same course/section greater than four consecutive weeks. All teachers employed for any duration throughout the current school year. To Be Determined (14-15) A student who is enrolled in a course that does not have a teacher with an EDID will not be collected at this point.   20

Local Access Manager (LAM) will need to assign you prior to logging into Pipeline TSL_LEAUSER – submit and modify interchange data TSL_LEAVIEWER – View the data only (not modify or submit) Can only be assigned one or the other. (if you will be submitting data, then the LEAUSER role is required) 22

26 Submitting Interchange Files
Use Format Checker Upload Data Files Batch Maintenance Error Reports in Cognos Correct Data Files in Source System Ensures you have the correct file layout – goal is for “PASS” in each record Use Data File Upload to submit data files Use Batch Maintenance to confirm all data records were submitted, processed and to find the number of errors in the file Use Cognos Reports to Review Errors in Files Correct your Data Files as Needed 30

35 Snapshot Records Excluded Due to TSDL Interchange Errors
Data Report Show data records not included due to TSDL interchange errors. Lists the TSDL interchange file which contains the error(s). The snapshot only pulls records without errors. Example - If you have 10 records 3 of which have an error. Only 7 will be captured in the snapshot. The report will show the remaining 3 records and their associated file. (Course Enrollment/Course Instructor) 40

Data Report Provides Student records that are in the Student Interchange but NOT reported in the TSDL interchange. This report is for informational purposes only to ensure all records are being included. 41
