3. Current Education Specialist Instruction Credential Types and Requirements Have Not Yet Changed
Requirements for in- and out-of-state prepared Education Specialists are currently the same.

5. Program Standards and Teaching Performance Expectations (TPEs)
Transition Date – anticipated Fall 2020
Education Specialist Program Standards
One set of program standards for all 5 Preliminary credentials
Same domains as the General Education standards
Education Specialist TPEs
Each of the five specialty areas has its own unique set of TPEs
MMSN and ESN teachers will also meet the ‘General Education’ TPEs in their preparation programs

6. Work in Progress
Credential Authorization statements need to be consistent with the scope of preparation a candidate receives.
While no authorization statements were adopted, the Commissioners signaled support for ensuring that newly credentialed Special Education teachers are prepared to work with students in the MTSS Framework.
Current authorization language already allows Special Education teachers to work in general education settings.
The next step for the Commission will be to determine what the appropriate authorization statement will be for the new credentials.

7. Work in Progress
It is expected that the Deaf and Hard of Hearing and Visual Impairments credential authorization statements will stay the same.
At a future meeting, Commissioners will continue discussion around building a “bridge” authorization for current Education Specialists to obtain the equivalent knowledge that is in the new credentials.
Definitions in development for Mild to Moderate and Extensive Support Needs in partnership with CDE.

8. Early Childhood Special Education
Pending regulatory approval, the new ECSE Preliminary credential and added authorization programs will authorize teachers to work with students from Birth – Kindergarten.
The authorization statements will reflect this change.
Both the new credential and the new authorization incorporate competencies for teachers to serve students with orthopedic impairments.

9. Teaching Performance Assessment
Education Specialists (MMSN and ESN) will take and pass a TPA prior to being recommended for the Preliminary credential.
This is in the early development stages, and will not take effect until after the Preliminary Education Specialist programs have transitioned to the 2018 standards and a TPA has been developed.

10. Teacher Induction for Education Specialists
New induction standards adopted October 2016 for general and special education teachers. All programs are now implementing the new standards.
Program Sponsor Alert clarifies the process for out-of- state/out-of-country Level I Education Specialist credential holders to earn a Clear teaching credential.
3 Options: <2 years experience, >2 years experience, National Board Certification

11. Level 1-California Prepared Teachers
Need to complete:
Teacher Induction program and
Level II content (refer to credential leaflet 808c) This leaflet includes the content that was in the previous Level II programs.

12. Level 1 – Out of State or Out of Country Prepared
All candidates will need a transcript evaluation that must be conducted by an approved preliminary preparation program.
It is important to refer to the renewal codes on these credentials.

13. Out of Country Teachers
1. Health Education is still being listed as a requirement for Out of Country teachers who are issued a Level 1 Credential.
2. Many of these teachers need to complete program equivalency for the specialty area listed on the Level I credential and all the other statutory requirements listed (ENSLUH) – this means that the individual needs to complete a preliminary preparation program
