2 Extensions by Appeal May be issued by Commission staff when renewal requirements are not met Not granted if applicant cannot show good cause, extenuating circumstances, or substantial reasons for an appeal Reviewed on a case-by-case basis Financial hardship is not a valid appeal reason

3 SB 2042 Multiple & Single Subject Two-Year and Three-Year Extensions
Only for SB 2042 preliminary Multiple and Single Subject credentials initially issued on or after August 30, 2004 Renewal codes for SB 2042 Preliminary R14S = Issue date prior to August 30, 2004 Not eligible for two or three year extensions R14I = Issue date on or after August 30, 2004 Eligible for two and three year extensions

4 Three-Year Extension Available for individuals: Issued one time only
Not employed in a teaching position Employed but not eligible to complete clear credential program (substitute, long-term, tutor for non-profit, before or after school program) Employed but not rehired Issued one time only Preliminary may be valid or expired

5 Three-Year Extension Applicant’s certification on CL-884 that he/she was not employed or not employed long enough in a position eligible for clear credential program Can subsequently be issued two-year extension with employment and clear credential program enrollment

6 Held five-year preliminary but:
Two-Year Extension Held five-year preliminary but: not employed long enough to earn clear credential Held three-year extension but: not employed long enough to complete requirements for the clear credential

7 Two-Year Extension Verification of employment and enrollment in a Commission-approved clear credential program verified on the CL-885 form Preliminary may be valid or expired

8 Two-Year Extension Issued only once Cannot subsequently be issued three-year extension May subsequently apply for RGA-20 or RGA-7 with valid appeal reason

9 Two-Year and Three-Year Extensions
Not available for individuals: issued SB 2042 preliminary prior to August 30, 2004 (R14S renewal code) prepared outside California issued Ryan preliminary credential issued Education Specialist Instruction Credential

10 RGA-20 Appeals Failure to Complete Renewal Requirements
Appropriate for: Ryan Preliminary Multiple and Single Subject SB 2042 Preliminary Multiple and Single Subject issued prior to August 30, 2004 Level I and Preliminary Education Specialist Interns (university and district) Preliminary Services Credentials Out-of-state or country prepared

11 RGA-20 Appeals One-year extension Applicant must verify good cause for not completing renewal requirements Generally issued only once; 2nd appeal on case by case basis

12 Applications must include:
RGA-20 Appeals Applications must include: Application form and processing fee Letter explaining appeal reason(s) Supporting documentation Program sponsor letter verifying enrollment and detailing outstanding requirements

13 RGA-7 Appeals - Medical Appropriate for all types of credentials and permits May be issued more than once (except on an intern) Packets must include: Application form and processing fee Letter explaining appeal reason(s) Supporting documentation (doctor’s letter or copy of birth/death certificate)

14 Appeals for University or District Intern Credentials
Application must be submitted by approved intern program sponsor RGA-20 or RGA-7 (as appropriate) with documentation noted on previous corresponding slides Only one one-year appeal available on intern credentials

15 Appeals for Emergency and Limited Assignment Permits
Submitted by California public school employer RGA-7 for medical reason(s); or RGA-10 for the following reasons: More than 1.5 hours traveling time to nearest program provider Verification there were no openings in a program or coursework unavailable Attempted all associated examinations, but did not pass two subtests

16 Temporary Appeals Process Emergency & Limited Assignment Permits
Due to furloughs, renewal classes not offered every term Initial RGA-10 issued when applicant claims classes were not available Second RGA-10 available when program sponsor verifies unavailability of classes in writing Available June 1, 2010 to June 30, 2013

17 Temporary Appeals Process Emergency & Limited Assignment Permits
Only available for permits that require coursework for renewal: Emergency Resource Specialist Permit Emergency Teacher Librarian Permit Special Education Limited Assignment Permit Child Development Permit
