1 Additional Resources to Reduce Rough Sleeping in Brighton & Hove
Successful proposal to the MHLG for 2018/9 Retender of SWEP Night Shelter Provision

2 MHCLG Funding Conditions
The MHCLG requested a proposal to reduce rough sleeping in the city by the 2018/9 winter They want to fund additional resources for existing services They want rapid mobilisation They want the proposals to reduce the rough sleeping estimate which we carry out each year (November 2017 = 178)

3 Funded Interventions Funding of £495,107 has been agreed for 18/19
3 additional outreach staff (1 to focus on women) A Hub for outreach staff to take people who are rough sleeping (building and staffing costs) 21 bed temporary accommodation service (staff) A post to support the expansion of the Churches Winter Night Shelter

4 Funded Interventions cont’
Expansion of the psychological support service to focus on people rough sleeping with personality disorder, trauma and complex needs An Occupational Therapist to support re-ablement when people move into accommodation A floating support worker to work with people in emergency accommodation ( in city and out of area) at risk of rough sleeping A post to support reconnection work

5 Severe Weather Emergency Protocol
SWEP is triggered every year when there is cold/severe weather Emergency shelter is offered to all rough sleepers Consultation is being sought via the councils portal until 6/7/18 to lower the trigger and increase the provision to open the service more frequently

6 Night Shelter Provision
The council intends to open a night shelter for rough sleepers in the coming winter for up to 30 people each night This plans to be open October to March 2019

7 Next Steps 2018/9 A paper is going to the Health & Wellbeing Board on 10th July 2018 which outlines the proposals The Commissioning Team are working with service providers to implement the MHCLG funded interventions and processes All new services must be up and running by September 2018 at the latest The MHCLG are visiting the city to scrutinise the mobilisation of services

8 Tenders The SWEP, Hub and the Night Shelter services will be tendered summer 2018

9 Funding for 2019/20 An additional funding proposal has been submitted to the MHCLG for 2019/20 The outcome of the proposal will be known within the next 3 months
