2 Brisbane Accord Group (BAG) and the Pacific Vital Statistics Action Plan (PVSAP)
BAG was established in 2010 with the aim of supporting countries to improve their vital statistics and hence the performance of civil registration systems- the most reliable sources of vital statistics The partnership was formed to improve coordination between development partners, to synergize expertise and resources and avoid duplication. The work of the group is implemented through the Pacific Vital Statistics Action plan (PVSAP), which sits under the Pacific Ten Year Pacific Statistics Strategy, The primary focus of the programme is to support all Pacific countries and territories to improve: (i) registration of key vital events and (ii) accessibility, quality and use of vital statistics including causes on death

3 What is CRVS and why is it important ?
Civil registration is the continuous, permanent, compulsory and universal recording of the occurrence and characteristics of vital events in accordance to the law of a country. Civil registration is carried out for two main purposes: Establishing the legal documents provided for by law. Provide a source of national vital statistics .. Vital events: Live births, deaths, foetal deaths, marriage, separation, divorce, annulment of marriage, adoption, legitimation and recognition

Relationship The Civil Registration System creates a data source for Vital Statistics Legal records Civil Registration System Vital Statistics Health records (HIS) Census, Surveys, … Diagram to show relationship between civil registration and vital statistics. CR is recognised by the UN as the most important and reliable source of vital statistics: Universal (all inclusive, continuous, cost effective )

6 SDG indicators that require mortality by cause of death data
Target Indicator 3.1 By 2030, reduce the global maternal mortality ratio to less than 70 per 100,000 live births 3.1.1 Maternal mortality ratio 3.4 By 2030, reduce by one-third premature mortality from non-communicable diseases through prevention and treatment and promote mental health and well-being. 3.4.1 Mortality rate attributed to cardiovascular disease, cancer, diabetes or chronic respiratory disease 3.4.2 Suicide mortality rate 3.6 By 2020, halve the number of global deaths and injuries from road traffic accidents. 3.6.1 Death rate due to road traffic injuries 3.9 By 2030, substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination 3.9.1 Mortality rate attributed to household and ambient air pollution 3.9.2 Mortality rate attributed to unsafe water, unsafe sanitation and lack of hygiene (exposure to unsafe Water, Sanitation and Hygiene for All (WASH) services) 3.9.3 Mortality rate attributed to unintentional poisoning 11.5 By 2030, significantly reduce the number of deaths and the number of people affected ….by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations Number of deaths, missing persons and directly affected persons attributed to disasters per 100,000 population 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries Number of deaths, missing persons and directly affected persons attributed to disasters per 100,000 population 16.1 Significantly reduce all forms of violence and related death rates everywhere. Number of victims of intentional homicide per 100,000 population, by sex and age Conflict-related deaths per 100,000 population, by sex, age and cause

8 Critical points to consider: We need each one of you
Its all about development; improving the quality of life of our people, giving everyone a chance to live a long and better life No one single agency or government player can solely achieve the above outlined development interests: CRVS systems is multi-disciplinary in nature and can be improved only through holistic and coordinated approach: We need those who facilitate collection of the data as well as those who make use of the data collected and information produced by the system Medical Doctors are a core part of the team!

9 Objectives of the workshop
National level: Strengthening our capacity in medical certification of causes of death including establishing common country barriers that potentially affect the quality of certification and possible approaches to addressing them Regional level: How do we sustain the time and resource investments we make today? Develop a pool of trainers that could provide similar support to their country+ other countries in the region. What is the role of training institutions?
