-- Quaker: branch of Christianity which valued spiritual communication with God; believed in equality -- not popular in England -- Penn: proposes to King Charles II an idea to get rid of unpopular Quakers and take them to where religion can be practiced freely

-- believed all people should be treated with respect; including Native Americans --- Not all encounters with Native Americans and colonists were peaceful

Penn’s document attracts colonists from all over Europe; including Sweden (founders of Delaware) Considered part of the Lower Counties of PA Penn allowed them to elect their own assembly and obtain their own charter
