3 Background of the WGRF work
 The Commission is to report on the implementation of IPP in 2007  “The report is to based on reports submitted by Member States and other stakeholders”  The WGRF was established to the request of the IPP Regular Meeting in April 2005 Chair: DG Environment, Members: DEFRA, EEA and its ETC/RWM Mandate: to review the type of information that could be reported & propose an approach to reporting, including drafting of forms for stakeholder surveying

4 Sources of information for reporting
A three-pronged approach is suggested: The „tool": Survey Forms Information from MSs and stakeholders Desktop information collection Expert consultation First-hand information from member states and other stakeholders Supplementary information, including quantitative information Guidance and additional information, review of draft report

5 Timelines of reporting
By end of July 2006 Finalisation of the approach to IPP reporting, including the Survey Forms Second half of 2006 Information acquisition including stakeholder surveying, continuing of desktop information collection and expert interviewing First half of 2007 Information analysis and reporting

6 Approach to the design of survey forms
 Optimum level of reporting load Synergies with other reporting to be maximised and at the same time sufficient information is to be collected for meaningful analysis  Flexibility It should allow stakeholders to report on their own initiatives and to report on past / present / planned activities  Facilitate reporting activities and the ensuing analysis of information Is should be a well-defined standard format for information collection

7 Types of stakeholders to be surveyed
• Member States → central governments • Industry → the business community • Consumer and environmental organisations → NGOs Possibility is to be given for reporting to: • Academia • Public R&D institutions and financing institutions • Local and Regional Authorities (LRAs)

8 Content of Survey Forms
They consist of:  Stakeholder Questionnaires (identical per main stakeholder types) To capture the view of stakeholders on the different aspects of IPP implementation and provide structure for reporting on horizontal IPP activities.  IPP Measure Description Template Provides the format to reporting on those IPP measures that stakeholders find most important  Short Guide to the former two

10 The procedure of reporting
(1) Reading of the Guide to the Survey Forms (The guide will provide support parallel to the completion of forms) (2) Filling out the relevant Questionnaire (3) Reporting on the most important IPP measures with the help of the IPP Measure Description Template (4) Submitting the Form with information to the Commission

Generic questions (relevant to all stakeholders) There are 12 topics, covered by altogether 24 questions  IPP Communication as a driver of national IPP activities  Objectives and focuses in national IPP activity  Adoption of the five principles of the EU’s IPP approach in national (environmental) policy making  The most effective IPP measures  Level of co-ordination and coherence  Achievements which can be attributed to IPP implementation

 Barriers to the implementation of IPP  Suggestions to enhance the implementation of the current IPP Communication / to improve the EU’s IPP approach  Best practices of national, regional and firm level IPP implementation  Availability of and demand for product-oriented environmental information  Supply of and demand for green(er) products  Sources of information on IPP implementation

Additional questions to governments There are 5 topics and altogether 6 questions  The national institutional framework to support the implementation of IPP  Establishment of framework for national voluntary agreements  Integration of IPP thinking into non-environment policy areas  Directing national research programmes towards IPP  Positioning of the national IPP approach/activities in the context of larger national strategic frameworks e.g. for sustainable development and/or for Sustainable Production and Consumption (SPC)

Additional questions to the business community There are 3 topics and altogether 5 questions  Incentive framework for the development of green(er) products  Integration of activities through the whole life-cycle  Impact on competitiveness

Additional questions to NGOs There are 2 question areas and altogether 4 questions  Incentives to purchase green(er) products  Actions necessary to stimulate a flow of product information

The template provides a structure for how information should be provided on each particular IPP measure Main fields include:  The description of measure  The design/preparation phase  Necessary resources  Results, monitoring and review  Positive and negative experiences and lessons learnt Please report separately for each IPP measure considered important!

 The guidance document is to be used on an optional basis  Will include the list of measures primary in the scope of reporting to give guidance to respondents  Will give guidance on the interpretation of questions and the use of the IPP Measure Description Template

21 Discussion Questions to facilitate the discussion:
 What are your suggestions to the proposed approach?  Does the suggested approach seem straightforward?  Does the scope of IPP reporting require clarification?  Do you have any comments concerning the types of stakeholders to be surveyed?  Do you have comments about the Stakeholder Survey Forms (Questionnaires and the Measure Description Template)?  What way of reporting is most convenient e.g. by in Word, or on-line via the Internet, or other?
