in the last 15 years of Elizabeth’s reign? * To understand the main changes which happened in the 1590s. * To explain the problems Elizabeth faced and how she dealt with them. * To assess how far Elizabeth was losing her grip on power in her final 15 years. Elizabeth inherited and streamlined an efficient Privy Council from Mary following the work of William Paget. She appointed a range of councillors who offered different strengths. This meant she had a number of viewpoints from which to take advice. The 1590s saw a complete change in Privy Councillor members.
