2 Problem statement Reference copies of Standards for use by ITU and PSOs are becoming more difficult to obtain, in particular due to: removal of withdrawn or superseded standards from websites use of 3rd parties to manage portfolio Geneva, July 2009

3 Quality assurance of references
Assure that consumer of Standard can access all information identified in that standard Verify the existence, stability and availability of the referenced document. Verify the existence and relevance of the referenced clause(s), if given. ITU-T requires normative references to be “qualified” before approval of its Recommendations. Geneva, July 2009

4 ITU-T qualification of references
Requirements defined in Recommendation ITU-T A.5 a justification shall be presented for normative references to texts other than ITU Recs. or ISO and IEC Stds. only reference docs from qualified organizations information is to be available for study groups when approving new / changed Recs. 5 Challenges Many SDOs have stopped making superseded or withdrawn versions of documents available to public (including ITU-TSB QA team). Several SDOs have contracted with third parties to manage the distribution of their Standards; ITU-TSB QA team has no access (it will not pay). IMPACT – QA is thwarted Geneva, July 2009

6 Shared challenge? It would seem that other PSOs have similar needs and challenges. Therefore, it would seem that a common solution would be useful: to make reference copies, with restricted distribution, available to ITU and PSOs during development of a standard to allow access by ITU and PSOs to superseded or withdrawn versions of standards Note – ITU-T makes all versions of its Recs. approved since 1988 freely available to the public Geneva, July 2009
