2 Directions With a partner answer the following questions on a separate sheet of paper.

3 New Constitution What is the Virginia Plan?
What is the New Jersey Plan? What is the Great Compromise?

4 New Constitution Virginia Plan – Number of votes (representation) should depend on population of the state New Jersey Plan – Each state should only have one vote, or equal representation. Great Compromise – created a bicameral legislature with two houses, one that had representation based on population (HOR) and one based on equal representation (Senate)

Establish Justice Ensure Domestic Tranquility Provide for common defense Promote General Welfare Securing the Blessing of Liberty to ourselves and our posterity

6 Preamble (1) establish Justice “create fairness for all” (2) ensure domestic Tranquility “promise that everything in our country will be peaceful” (3) provide for the common defense “give protection to everyone” (4) promote the general Welfare “care for those in need” (5) Securing the Blessing of Liberty to ourselves and our posterity “make sure freedom and fairness continue for ourselves and for future generations”

7 Expressed and Implied Power
What are expressed powers? What are implied powers? Given an example of an expressed power. Give and example of an implied power.

8 Expressed Powers Expressed powers: Powers written in the Constitution, giving Congress the direct power to regulate those areas Example: Declare war, collect taxes, borrow money, etc

9 Implied Powers Implied powers: powers taken by Congress through reasonable deduction from the expressed powers Example: raise an army, establish a minimum wage, prohibit mail fraud, etc

10 How a bill becomes a law: Put the following in the right order.
You don’t have to write it all out, just write the numbers Bill is sent to a committee and is reported and marked up Bill is signed by president Sent to conference committee to reconcile differences Bill is voted on in the first house Bill is sent back to a committee in the 2nd house for a review Bill is voted on in the 2nd house Bill is reconsidered on the floor Introduce a bill Bill is reviewed through a conference Bill is considered on the floor
