Funding levels: The OECD-DAC data
From the OECD Creditor Reporting System (CRS) database. Members of the Development Assistance Committee (DAC) and multilateral donors report. The Rio Markers: Based on indications of the policy objectives of bilateral aid activities (though the climate change objective will often be less than the total value of such activities), which are reported through “markers”. CC related aid should be 100% or 40 % of total funding – often hard to fit – no data on CB

Capacity of MTENR enhanced to start-up and manage basket fund
ENVIRONMENT AND NATURAL RESOURCES MANAGEMENT AND MAINSTREAMING PROGRAMME ( ) (8+ M euros) Capacity of MTENR enhanced to start-up and manage basket fund Capacity of MTENR enhanced to initiate mainstreaming of ENR into other sectors Capacity of MTENR to review and strengthen policy and strategic framework in ENR enhanced Capacity of MTENR to pro-actively support other sectors to mainstream and use Fund to finance mainstreaming is enhanced A sequence of training events and 'leaning-by-doing' sessions held to enhance the capacity of ENR dept. and other stakeholders within strategic planning, policy reviews, and SEA. (Example: A 6-8 month Action Learning process on enhancing the strategic planning capacity of MTENR implemented; or sequenced training programme on SEA, implemented at MTENR and ECZ in relation to actual implementation of at least two relevant SEAs) - Capacity of MTENR and statutory bodies to enhance and support decentralised management of ENR strengthened (indicators would be preparation of plan for actions to support decentralised ENR mgmt.

Capacity development and investment framework One ‘programme’, including financial resources for capacity development, as well as an investment facility to undertake ‘environmental investments’ The ‘programme’ would be managed by a Secretariat, hosted by PID. In the initial stages of the programme, the Secretariat would be supported by TA – to help set up the mechanism for identifying investment opportunities, to help identify specific assistance needed for longer term capacity development, etc. Such TA would be advisory only to the PID, which chairs the Secretariat. Draft TOR for such TA should be provided in the ‘programme’ document (by COWI as consultants). The Steering Committee would be advised by the TENR-SAG. TENR SAG Joint Steering Committee (MTENR, MOFNP, CPs, ...) A joint Steering Committee, chaired by PS MTENR, would be established to guide the overall ‘programme’ and manage the basket fund. The composition of the Steering Committee and its mandate would be designed by the MTENR and participating CPs in collaboration; The ‘programme’ would be supported by CPs through a basket mechanism. Also project funding coordinated under this mechanism would be possible. Secretariat TA energy agriculture mining forestry etc ... MACO MEWD NGOs Private sector CBOs ... ECZ The capacity development ‘component’ would include support to developing longer term capacities in the MTENR and its statutory bodies (mainly ECZ and ZAWA) to fulfil their core mandates (data collection; setting up and maintaining an M&E system; etc), as well as developing the capacity to identify business opportu-nities and prepare finan-cing proposals the invest-ment facility for mainstrea-ming environment. This ‘component’ would also include funds for procuring specific technical exper-tise, if and when required by MTENR; Capacity development for core business and for mainstreaming ZAWA Investment framework ENRD FD MLGH etc business opportunities identified (one of the success indicators) The investment facility would be used to finance/co-finance investments with partners outside the MTENR, e.g. CAADP sustainable land management. Both public and private partners should be sought for ‘environmental investments’;The detailed modalities for the investment facility would be designed and agreed upon during the start-up phase of the programme (Jan-March 2008);
