4 What is NYTD? Requires state to collect information on youth transitioning out of foster care Consists of data compiled and reported to ACF every six months Has two components – youth outcomes and independent living services In PA, data collected via GetNYTD website

5 Youth Outcomes Six outcomes measured via baseline & follow-up surveys:
Financial self-sufficiency Experience with homelessness Educational attainment Positive connections with adults High-risk behavior Access to health insurance Baseline survey at 17, follow-up surveys at 19 & 21

6 Youth Surveys (Baseline)
In Pennsylvania, baseline surveys are to be administered on an ongoing basis for every eligible youth. Baseline surveys are submitted to federal government as pat of a cohort every third FFY Most recent baseline surveys in FFY 2017 Next baseline surveys in FFY 2020 (October 1, 2019 – September 30, 2020) Baseline surveys are to be completed by every 17 year old in foster care on their 17th birthday and up to 45 days following Counties are responsible for administering and educating youth on the importance of completing baseline surveys State is penalized if response rate is below 80 percent Every year counties are to collect served data and baseline data

Youth completed baseline survey in FFY 2014 & follow-up in at age 19 HZA working with counties to locate youth and administer survey at age 21 HZA currently administering 21-year-old follow-up surveys for FFY A and B periods Prior to 19-year-old follow-up surveys, ACF identified random sample of youth to participate. HZA loaded sample into GetNYTD and sent list of youth to each county County, HZA and SWAN are attempting to locate youth to administer survey

Counties need to log-in to getNYTD to get the sample list of names or go to SeGOV for list. If cannot get list call the NYTD Helpdesk. HZA is in need of contact information for the youth on the list so they can be surveyed.

16 FFY 2019 Follow-Up Surveys Sample divided into two parts based on youth’s date of birth “A” sample: youth with 19th birthday between October ’18 - March ’19 Sample will be sent to counties in late September 2018 via SeGov or county can log-in to GetNYTD to see list of youth. Complete sample due March 31, 2019 “B” sample: youth with 19th birthday between April ’19 - September ’19 Sample will be sent to counties in late March 2019 via SeGov or county can log-in to GetNYTD to see list of youth. Complete sample due September 30, 2019 Remember: Not every county will have records in both (or even either) sample.

17 FFY 2019 Follow-Up Surveys Once lists are received, please have staff start conducting research to locate the youth In addition to county efforts, HZA and SWAN LSI will also conduct research of publicly- accessible resources to help identify contact information of youth. Please communicate updated contact information to HZA as you receive it Tell them who to communicate or where to communicate updated contact information for HZA. Add it to the bullet.

19 Independent Living (IL) Service Data
Any IL service paid for or provided by the agency Special education Budget and financial management Room and board financial assistance Independent living needs assessment Housing education and home management training Education financial assistance Academic support Health education and risk prevention Other financial assistance Post-secondary educational support Family Support/Healthy Marriage Education Career preparation Employment programs or vocational training Mentoring Supervised independent living In addition to baseline and follow-up surveys, states must report on youth who receive IL services during each six-month period.

20 Independent Living (IL) Service Data
At end of each period, counties will either enter service data at GetNYTD website or submit spreadsheet to HZA Youth’s MCI number Youth’s name Youth’s demographics Yes/No for each service category Service data must be submitted within 15 days of end of period Current period’s service data (2018B, April-September) must be submitted by October 15 to GetNYTD website or spreadsheet to HZA.

22 Next Steps FFY 2018 Follow-Up Surveys: Only two weeks remaining in period. If county on list please act now and send updated contact information for youth in the sample to HZA as you find it. 2018B IL Service Data: Near the end of September, the GetNYTD team will send NYTD coordinators in each county a reminder to submit their service data that is due October 15, 2018 FFY 2019 Follow-Up Surveys: Watch for sample lists in late September sent via SeGov or county can access list on GetNYTD website Urgent that if your counties name was listed to please act now and send updated contact information to HZA.
