RECOGNIZE AND APPROPRIATE $90,000 for the substance Abuse Prevention and control (sapc) grant Presented by Michael Johnson Director of Public Health October 10, 2016 Finance Committee/City Council

2 Background In July 2016, Los Angeles County awarded the Public Health Department $90,000 in grant funds for the Substance Abuse Prevention and Control (SAPC) Grant to support the following activities: Increase supplementary education about risks associated with substance misuse; Increase awareness about the dangers of opiate drug use; Increase existing school-based services including community outreach and community policy enhancement efforts; and Develop and strengthen collaborative efforts throughout San Gabriel Valley Service Planning Area (SPA) 3 to educate community members about the negative impact of substance abuse.

3 Additional Appropriations

4 Recommendation It is recommended that the City Council:
Find that the proposed action is exempt from the California Environmental Quality Act pursuant to State CEQA Guidelines Section (b)(3) as it will not have a potentially significant environmental effect and, therefore, falls under the “general rule” exemption; Recognize and appropriate $90,000 in Los Angeles County grant funds to the Public Health Department’s FY17 Operating Budget to fund the program activities required by the Substance Abuse Prevention and Control (SAPC) grant.
