Nature of Brief Informational/Decisional Ready, Relevant Learning Initiative Issue Summary Develop Block Learning for 77 Ratings and conduct analysis for 6 pilot ratings to support FY17 Content Re-engineering Effectively manage contract funding in support of Ready Relevant Learning Context /Assumptions Block Training will utilize existing curriculum, and current training delivery methods and locations Fleet SMEs and Learning Center resources will be available to perform required analysis and validate Block Learning recommendations Contract centrally managed by NETC N7 with dedicated support from NETC N-Codes and Learning Centers NETC N5, N7, LCs, NAVMAC, and the Fleet must partner for Block Learning to succeed Partner with NETC N6 to identify Information Technology required to support Block Learning & the Learning Continuums Way Ahead Learning Centers Provide Specified Courseware for Block Learning Contract Award (SEP 2015) Team Composition Team Training Block Learning for 77 Ratings (Accession Training) Validate with Requirement Sponsor Modify Courses to Re-Phase Training Update Schedules Perform Assessments, and Adjust Training as Required Build Learning Continuums (Journeyman & Master) For Centers, this brief is informational. When it is briefed to N7/CNETC it should be decisional. Bottom line up front: Prototype has been tested by our internal team and the process works to block training for 77 rates and will follow a POA&M that should have all 77 ratings completed by JULY 2016. 2

Definitions RRL BLOCK LEARNING (Interim Step to RRL)
The reorganization of current “As Is” training and delivery methods into blocks to be delivered closer to the time of actual use in the performance of duties. Redistribute accession level training courses across the Delayed Entry Program, initial service schools, and first two operational tours. RRL/LEARNING CONTINUUM A learning model that combines self-development, institutional training and operational experience that begins when a Sailor enters the Navy and ends when they retire. The model should provide more relevant, tailored, and engaging learning experiences through a career long continuum of learning that is not location-dependent, but accessed at the point of need. Right Training, Right Time, Right Place. 3

Stores Source and Working Files Allows Learning Center, NETC, and Fleet Requirement Sponsor(s) and SME’s to Review and Discuss Material, and Analyze Results Online Repose Comments and Actions Taken, and Maintain Schedules and Timeline Recommended solution is Blackboard, SharePoint to be utilized initially until ATO issues are resolved Content Planning Module (CPM) - Clean Database To Establish and Create the Foundation for Future NETC Training Requirements Business Rules, Style Guide and a Properly Structured Database to Achieve Sailor 2025 Requirements is Critical NETPDTC has Created a New AIM CPM Data Base for Sailor 2025 It is important to note that most of the work will be performed in a virtual collaborative environment. Ultimately all work associated with the 77 ratings will be uploaded into AIM CPM. 7

NETC/Navy Does Own All Training Courses: DoD Executive Agent ITRO SCETP Other Services Implementation of Block Learning to Commence in FY17 Future Delivery Issues Block Learning May Result in Multiple CINs and CDPs Security Clearances Success of Block Learning and RRL will be used in discussions with other Services, Agencies, and Foreign Services to determine if they want to shift to the RRL Model. DoD Executive Agent: Training provided to two or more Services by a Service or agency under the authority of OASD Participation is mandatory EA may use ITRO processes Example: Explosive Ordnance Disposal (EOD) Navy (NETC) EA With oversight from the Technical Training Acceptance Board (TTAB) and EOD Program Board ITRO: Interservice Training Review Organization - Two or more military Services mutually agreeing to train together on individual skills in an institutional setting Types of ITRO Training: Consolidated Training A course consisting of a curriculum developed by two or more Services The course faculty includes fair-share instructor representation from all participating Services and the host Service Training policies, directives, materials and personnel requirements are determined by mutual agreement of the Services involved Collocated Training A course taught by one Service on another Service’s installation in which classroom facilities and equipment may be shared Training policies, curriculum and instructor requirements are the responsibility of the Service conducting the training SCETP: Security Cooperation Education and Training Programs. The Naval Education and Training Security Assistance Field Activity (NETSAFA) manages the Navy’s international education and training under SCETP. Education and training courses offered through SCETP include: Professional Military Education, technical, maintenance, operational, and personnel development.
