27 Three-Fifths Compromise
Calculation of population for purposes of representation - South wanted to count slaves as part of population - North argued that slaves could not vote or participate in government. – so they shouldn’t count Three-Fifths Compromise – every 5 slaves counted as 3 free people – thus 3/5 of Slave population in each state would be used in calculating representation in Congress

28 Regulating Trade Compromise
North wanted Congress to regulate both foreign commerce & trade between states South feared Congress would use this to tax exports – Southern economy would suffer – depended heavily on exports of tobacco, rice, etc. South feared Congress would stop slave traders – Southern plantations depended on slave labor

South agreed Congress could regulate trade between States & other countries. In exchange, North agreed Congress could not tax or Interfere w/ slave trade before 1808

September 17, 1787 – ideas put on paper – Constitution was signed Next step – win ratification – approval by 9 out of the 13 states. Constitution would become the supreme law of the land.
