3 The Consensus of GSC-8 HoD Discussion (1)
GSC-8 had too many Observers.  The hosts of future GSCs should invite fewer Observers.  The final decision about which Observers to invite rests with the host PSO. The Opening GSC Plenary should be devoted to PSO reports.  Observers would no longer be invited to present reports to GSC.  The time saved by eliminating Observer reports would allow twice as much time for PSO reports. The host PSO may invite Observers to present contributions during the GRSC or GTSC sessions, but this would happen relatively infrequently. The HoD meeting on Sunday afternoon is an important meeting to finalize the agenda and identify key topics for the week. 12/26/2018

The GSC agenda will be comprised of Continuing Topics. These Continuing Topics were agreed at the close of GSC-8 as follows. IMT-2000 and beyond (joint T and R) Emergency communications (joint T and R) Security and lawful interception (joint T and R) Broadband access (joint T and R) Internet Protocol over wireless (joint T and R) Forums and consortia (joint T and R) Identification and location services (R) Measurement uncertainties (R) Ad-hoc networking (R) Next Generation Network (T) 12/26/2018

Each of the Continuing Topics is to be primed by a PSO at GSC-9. The primed PSO is responsible to present a keynote contribution on the Topic and be prepared to lead the discussion. 12/26/2018

Meeting Dates : May 9 – 13, 2004 Meeting Venue : 3rd Floor, ”The Lotte Hotel, Seoul-Jamsil” Located at south-eastern part of Seoul, about 1 ~ 1.5 hours by Korean Air Limousine Bus from In-cheon International Airport to the Hotel. Important! : The Lotte Hotel Seoul-Jamsil is different from the Lotte Hotel located at center of Seoul. Located at complex area with a big Shopping center and amusement park. (Web site : ) Participant Accommodations The Lotte Hotel, Seoul-Jamsil 100 guest rooms has been blocked. Room rate : $120USD (subject to a 10% service charge) 12/26/2018
