4 CDBG: Federal Department of Housing & Urban Development (HUD)
The Office of Community Planning and Development (CPD) seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expanded economic opportunities for low and moderate income persons. The primary means towards this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

5 CDBG: Purpose The CDBG program works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. CDBG is an important tool for helping local governments tackle serious challenges facing their communities. CDBG funds have been used to start or expand critical public service programs across the Nation. The CDBG program has made a difference in the lives of millions of people and their communities across the Nation.

NEED: Neighborhood Investment and Infrastructure GOAL: Create strong, safe, accessible and vibrant neighborhoods NEED: Housing Availability GOAL: Increase housing availability & affordability NEED: Economic Opportunity GOAL: Create economic opportunities to transition people out of poverty NEED: Address the Needs for Growing Homeless Population GOAL: Prevent and reduce homelessness.

13 CDBG funds for a Public Service
To utilize CDBG funds for a public service, the service must be either: 1) a new service; or 2) A quantifiable increase in the level of an existing service

14 Set Asides Social Service $150,000 Community Policing
Development Activity/ Construction Public Infrastructure set aside of up to 60% of the funding available to City Programs

15 Scoring Matrix Scoring Matrix Possible points
Guiding Principles: measurable community impact, diversity and inclusiveness, priority to lower incomes, consistent with city goals, plans, or initiatives 30 points Capacity to deliver, including financial need, leveraged funding, experience providing service, readiness to proceed, and financial stability 25 points Goal, Priorities & Community Need 33 points Partnership/Collaboration, points distributed based on highest submitted documentation (MOA, LOS or Outreach) Memorandum of Agreement (MOA) Letter of Support (LOS) Demonstrated Outreach MOA maximum of 12 points LOS maximum of 9 points Outreach maximum of 6 points The categories will remain the same, but the division of points has changed. More weight is given to Goal, Priorities and Community Need

Review the point allocations and deductions If you are new, or have a new program or project, set up a time to meet with staff to discuss eligibility Do not leave anything blank Watch your page limits Check to make sure your CDBG request and total budget is the same on the cover sheet, summary sheet, narrative and budget form (we do!) Check your math Make sure all the sections you plan to submit are submitted both electronically and in paper form If you are unsure, ask!!
