4 The Recovery Act is not a cure-all for
our economy and our state’s $9 billion shortfall. But it will… Put Washington a step closer to recovery Provide critically important support to our citizens and businesses Present great opportunities to advance the Governor’s strategic vision for tomorrow’s Washington 12/7/2018

5 State funding The Recovery Act provides over $4 billion dollars in funding and can be used to: Modernize our state’s infrastructure Enhance our energy independence Sustain our educational system Increase access to health care Provide tax relief to businesses and citizens These funds will be distributed to our state through already established channels and flow through state agencies. 12/7/2018

8 Laying the foundation for the future
In addition to the $4 billion allocated to our state, there is also over $100 billion available in discretionary funding. The largest funding areas include: Energy and green jobs – promoting alternative energy, energy efficiency, and green jobs programs Broadband deployment – expanding service to unserved or underserved areas of the state Health technology – creating a national health information network for the exchange of electronic health records Research and innovation – building on Washington’s strong research sector High-speed Rail – improving rail corridors for passenger rail will significantly improve freight rail Workforce development – developing a skilled workforce for jobs of the future 12/7/2018

9 Transparency & Accountability
Unprecedented standards of accountability, performance reporting, and openness Accountability means we can demonstrate that the funds are used wisely and efficiently to achieve substantive outcomes Transparency means making sure that citizens can easily access information and can track the progress of each project We have created a website that citizens can monitor and see where the recovery money is going and the results being produced 12/7/2018

11 Challenges: Aggressive timelines
Tracking not only what comes into state government, but what comes to Washington state Very little funding available for the administration of the funds The federal government is building the airplane as they fly Buy American and Davis-Bacon requirements 12/7/2018

WEDA and WPPA are members of the Governor’s Funding Partners workgroup Where possible, collaborate on strategic proposals rather than “one-offs” – the Recovery Team can help make connections Contact our office early if you believe the Governor’s endorsement of a proposal would increase chances of success The Recovery Team is working to make training available to agencies unfamiliar with federal grant requirements PLEASE work with our team to meet and exceed Federal reporting requirements 12/7/2018
