4 User Satisfaction: Overall Satisfaction
(Burglary, RTCs,Vehicle and Violent Crime) 12 Months to April 2009 Three-year Target: To be one of the 10 Forces nationally with the highest percentage of victims who are satisfied with the overall service provided by the police (Currently 21st) One-year Milestone Target: To exceed 86% of victims who are satisfied with the overall service provided by the police Cornwall & IOS BCU: 84.0% Plymouth BCU: 83.9% Devon BCU:84.1% FORCE: 84.0% This slide shows the trend throughout 2007/08 and 08/09 in overall satisfaction at Force level. Improving Force trend All three BCUs have seen an improving trend in overall satisfaction levels. CIOS and Devon BCUs have seen a steady upward trend for the last three to four months with Plymouth seeing an improvement in February. Monthly satisfaction figures have fluctuated throughout 2008/09. Percentage levels have exceeded the corresponding months in 2007/08 on only 4 occasions. Monthly levels have been improving since October 2008 with February 2009 seeing the highest satisfaction level (87.8%) for 2008/09. All three BCUs have also seen monthly fluctuations. CIOS has improved on 2007/08 on 6 occasions with levels in the last two months at their highest and stable (89%). Plymouth BCU has exceeded 2007/08 levels on 5 occasions with its highest overall satisfaction in February 2009 (91.2%) since May 2008. Devon BCU improved on the position in 2007/08 on 7 occasions, peaking at 91% in December Whilst levels have exceeded 2007/08 in the last three months, they are falling.

5 User Satisfaction: Overall Satisfaction Monthly Satisfaction Rates
(Burglary, RTCs,Vehicle and Violent Crime) Monthly Satisfaction Rates Overall satisfaction levels have exceeded the force target in the last four months. Satisfaction Levels of Victims of Burglaries and Vehicle Crime have shown a slight increases in April. Satisfaction Levels for Victims of Violent Crime and RTCs have remained stable. Satisafaction rate (%) This slide shows the trend throughout 2007/08 and 08/09 in overall satisfaction at Force level by crime type. Burglary remains the only crime type above the force target of 86% (currently 89.1%). In terms of the other three categories, whilst the trends are improving or stable, RTC satisfaction appears to be the only one that may achieve the force target by the year end. CIOS has an improving trend in Vehicle and Violent crime satisfaction, a stable trend in Burglary but a downward trend in RTCs. Plymouth BCU has had a recently improving trend in RTC satisfaction levels, a stable trend in Burglary and Violent crime but a downward trend recently in vehicle crime. Devon BCU has seen an improving trend in RTCs and Violent crime, a stable trend in Vehicle crime and a fluctuating trend in Burglary satisfaction levels.

User Satisfaction (Burglary, RTCs, Vehicle and Violent Crime) 12 Months to April 2009 This slide displays the satisfaction rates at BCU and LPA level for the main drivers of satisfaction as well as Whole Experience (All are calculated by taking the average of the Satisfaction levels for victims of Burglary, RTC, Vehicle and Violent Crime). Those cells highlighted in red indicate those areas where the satisfaction rates are lower than the tolerance level. Green cells indicate where satisfaction rates are higher than the attainment level. Note that the Satisfaction Levels for Plymouth cannot be calculated by LPA as RTCs are all recorded as Plymouth West & Devonport and therefore would skew the data. Figures relate to the Average of the Satisfaction Levels for Burglary Victims, Victims of Vehicle Crime, Violent Crime and those reporting RTCs.

(Burglary, RTCs,Vehicle and Violent Crime) 12 Months to April 2009 Three-year Target: To be one of the 10 Forces nationally with the highest percentage of victims who are satisfied with the ease of contacting someone who could assist (Currently 32nd) One-year Milestone Target: To exceed 94% of victims who are satisfied with the ease of contacting someone who could assist Cornwall & IOS BCU: 94.9% Plymouth BCU: 92.9% Devon BCU: 94.5% FORCE: 94.1% This slide shows the trend throughout 2007/08 and 08/09 in Ease of Contact at Force level. Improving trend since 12 months to November 09. 93% highest level achieved.

8 (Anti-Social Behaviour)
User Satisfaction (Anti-Social Behaviour) 12 Months to April 2009 One-year Milestone Target: To exceed 80% of victims of anti-social behaviour who are satisfied with the overall service provided by the police Cornwall & the Isles of Scilly BCU: 77.8% Plymouth BCU: 79.7% Devon BCU: 79.8% FORCE: 79.0% This slide shows the trend in Overall Satisfaction of Victims of Racist Incidents at Force Level throughout 2008/09 and 09/10 to date. The below table shows the Satisfaction figures re Racist Incidents per month for the last three months. It can be seen that the number of respondents is small and therefore fluctuate a lot. Based on 12 month rolling data, Cornwall & the Isles of Scilly BCU is currently showing a decreasing trend. This is mainly due to Mid Cornwall LPA which currently has the lowest Satisfaction Level (75.9%) in the BCU and a decreasing trend. Although West Cornwall has the highest Satisfaction Level in the Force, it is showing a decreasing trend. East Cornwall LPA (currently 82.2%) is showing a continually improving trend. Based on 12 month rolling data, Plymouth BCU is currently showing a relatively stable trend. Plymouth North & East LPA has the lowest level in the BCU at 71.4% - the trend was increasing but has now stabilised. Plymouth South & Central LPA is showing a relatively stable Long Term trend although a slight up turn is evident. Although Plymouth West & Devonport LPA has the highest Satisfaction Level in the Plymouth, it is showing a decreasing trend. Based on 12 month rolling data, Devon BCU has had a decreasing trend since April 2008 but the level has stabilised in recent months. Torbay LPA and Teignbridge LPA both exceeded the Force Target. S.Hams & W.Devon LPA is showing a relatively stable trend. Exeter LPA is experiencing a slightly decreasing trend. East & Mid Devon has experienced decreases throughout the end of 2008 but there has been some signs of an up lift in recent months. The trend in Northern Devon is very stable.

Three-year Target: To be one of the 10 Forces nationally with the highest percentage of racist incidents satisfied with the overall service provided by the police (Currently 16th) One-year Milestone Target: To exceed 86% of victims of racist incidents who are satisfied with the overall service provided by the police Surveys conducted May April 2009 Cornwall & the Isles of Scilly BCU: 80.3% Plymouth BCU: 78.2% Devon BCU: 76.4% FORCE: 77.6% This slide shows the trend in Overall Satisfaction of Victims of Racist Incidents at Force Level throughout 2008/09 and 09/10 to date. 11 2009/10 One Year Target To deliver a positive outcome in at least 33% of all offences with an expectation that of this 30% of all crimes will be brought to justice To maximise the the number of Offences Brought To Justice it is necessary to increase the likelihood of a sanction detection resulting in an OBTJ. For cautions, PNDs and charge/summons, one sanction detection can result in more than one OBTJ. Sanction detections in relation to these types of disposals are measured by the crime whereas OBTJs are measured by the offence e.g. if 3 offenders commit a burglary, it would result in one charge for the crime (sanction detection) but could result in 3 convictions. 15 Serious Violent Crime 01 April 2009 - 17 May 2009
146 Serious Violent Crimes have been recorded YTD compared with 83 recorded during the same period last year - equates to a 75.9% increase. Increase can be mainly attributed to an rise in Serious Assault - particularly Wound or Cause GBH without Intent S.18 which has increased by 52 crimes (140.5%) and Other Assault - particularly inflicting GBH without intent S.20 which has increased by 8 crimes (33.3%). At force level, 12.6% of Serious Violent Crime is classed as Domestic Violence. The majority of Serious Violent Crime were committed over the weekend, particularly on Saturdays (25.7%) 38.7% of Serious Violent Crimes were committed under the influence of intoxicating substances. YTD, 121 Serious Violent Crimes have been recorded at Force Level, compared with 76 last year. This equates to a 59.2% increase. Trend is still increasing. YTD, 36 Serious Violent Crimes have been recorded in the CIOS BCU, compared with 17 last year. This equates to a 111.8% increase. Trend is still increasing. An increasing trend is evident for all three LPAs. YTD, 30 Serious Violent Crimes have been recorded in the Plymouth BCU, compared with 23 last year. This equates to a 30.4% increase. Trend is still increasing. Plymouth South & Central LPA is still showing an increasing trend. The crime level in Plymouth West & Devonport LPA is showing the first signs of stabilising with no change in level for the 12 months to April 2009 compared to the 12 months to March The trend in Plymouth North & East LPA has levelled out in recent months due to recent decreases starting to impact on the rolling 12 month figure. YTD, 55 Serious Violent Crimes have been recorded in the Devon BCU, compared with 36 last year. This equates to a 52.8% increase. Trend is still increasing. All LPAs are showing YTD increases and an increasing trend, with the exception of South Hams & West Devon LPA and Exeter LPA which both show YTD increases but the trend is relatively stable. The table on the slide shows the percentage change in Serious Violent Crime YTD compared with the same period a year earlier. The second section shows the number of Serious Violent Crimes recorded last week and colour coded as to whether it is higher or lower than the target number of Serious Violent Crimes that need to be recorded per week so to meet the target by the end of the year. Note that some of the subtotals do not add up due to rounding (all target figures are rounded to the nearest whole number). Last Week, Five LPAs recorded the number of Serious Violent Crimes that they need to record per week so to meet the crime reduction Target by the end of the year. At Force Level, 21 Serious Violent Crimes were recorded last week compared to a target of 12 per week.
