OPP | Portugal Participatory Budget Awareness 1 FIRST NATIONWIDE PARTICIPATORY BUDGET IN THE WORLD Promoting a new model of participation Citizens have the opportunity to propose projects and ideas, in a complete collaborative and participative way, effectively contributing to real social impact. Democratic, direct and universal process that allows civil society to decide on public investments in different governmental areas.

The national Participatory Budget integrates groups of proposals with different territory scope - regional and nationwide. guarantee the integral coverage of the country’s territory; promote the involvement of local communities in regional and nationwide projects, connecting different areas of the country; encourage a broader public participation, both regional and national wise. . This allows simultaneously a complete coverage of the country, as well as a broader engagement between local communities and citizens PPB has 8 groups of proposals according to territory scope: 1 nationwide; 1 for each of the 5 regions of mainland Portugal; 1 for each of the 2 Autonomous Regions (Azores and Madeira). These groups do not compete with each other, since each one has its own financial allocation. Furthermore, the creation of dierent groups of proposals allows to: - Guarantee the integral coverage of the country’s territory; - Promote the involvement of local communities in regional and nationwide projects, connecting dierent areas of the country; - Encourage a broader public participation, both regional and national wise

TECHNICAL ANALYSIS In May, the technical analysis was carried out, in which the services of the State transformed the ideas into projects, according to the defined rules and criteria. COLLECTING THE VOTING Between January and April, was devoted to the collection of citizens' ideas. The last phase was the voting, which took place between June and September. .

Key Success factor 4 "Get out, leave the office and meet people to co-create ideas" Engaging people throughout the process is a key success factor in participatory budgeting initiatives. The PB team works closely with the proponents of the winning proposals for implementation to ensure that they meet their vision.
