Recent additions: Nonathletically related promotional activities involving a commercial product. Noncoaching staff member attending/speaking at a high school or two-year college award ceremony. Official visit transportation expenses in basketball and football. Donation of equipment/apparel to a high school due to a catastrophic event. Graduate student transfer participation.

20 Previously Approved Waiver Checklist
Recent additions: Financial aid to attend another institution. Family member attendance at senior night. Expenses for travel during vacation-periods. Incoming student participation on a foreign tour. Coach presence during rehabilitation activities. Exception for summer school enrollment for prospective student-athletes in basketball and football. Varsity squad-size limitation in baseball.

21 New 4-4 Transfer Directive
NCAA Division I Transfer Working Group is conducting ongoing review of transfer legislation. Unlikely Transfer Working Group will recommend potential solutions prior to academic year. Strict application of transfer directive is resulting in outcomes that are inconsistent with working group’s concepts, charge and guiding principles. Data does not support requiring high achieving student-athletes to sit out a year of competition after transfer.

22 New 4-4 Transfer Directive
Approved by NCAA Division I Council in April 2018. Staff will be able to give immediate eligibility if: Mitigating circumstances outside of student-athlete’s control. Student-athlete is academically eligible and in good standing on team. Student-athlete meets progress-towards-degree requirements at new school. Previous school’s administration does not oppose transfer. Change is not a free pass and is not a permanent solution to transfer issues.
